JOHNSON, DIRECTOR OF ADMINISTRATIVE SERVICES DATE: MAY 5, 2025 SUBJECT: HUMAN RESOURCES ACTION ITEMS BACKGROUND: The recommended actions approve personnel action requests reviewed and recommended by the Personnel Board and/or otherwise require approval of the City Council and adopts a resolution granting the City Manager administrative authority to make new hire Appointments (including Promotions) during the months of May 2025 through September 2025, if and when regularly scheduled meetings of the City Council are canceled. RECOMMENDATIONS: Staff recommends the City Council take the following actions: 1)Approve the following personnel action requests in accordance with the City of Azusa Rules of the Civil Service System, Azusa Municipal Code, and/or applicable Memorandum of Understanding(s); and 2)Adopt Resolution No. 2025-C26 granting the City Manager temporary authority to make new hire appointments (including promotions) during the periods of May 1, 2025 through May 31, 2025 and June 16, 2025 through September 14, 2025. ANALYSIS: The Azusa Personnel Board reviewed the following recommendations of City Staff and recommends approval of the following actions in accordance with the City of Azusa Rules of the Civil Service System (“Rules”): A.NEW APPOINTMENT(S) – Pursuant to the Rule 5.5.2 Open Competitive, the Personnel Board approved recruitment requests for these vacant positions and the appropriate Department Head(s) pursuant to Rule 5.7.5 Appointment request the following appointment(s): Approved City Council May 5, 2025 Human Resources Action Items May 5, 2025 Page 2 B.MERIT INCREASE(S) AND/OR REGULAR APPOINTMENT(S) – Pursuant to Rules 4.2.4 Merit Salary Adjustments and 5.8.2 Regular Appointment Following Probationary Period, Department Head(s) have submitted performance appraisal(s) for the following employee(s) and recommend merit increase(s) and/or regular appointment status as follows: DEPT NAME CLASSIFICATION EFFECTIVE DATE RANGE/STEP BASE MO. SEPARATION(S)/RETIREMENT(S) – The following is submitted for informational purposes: DEPT NAME CLASSIFICATION EFFECTIVE DATE PD Lauren Ferrari Police Sergeant 04/26/2025 D.Resolution granting the City Manager administrative authority to make new hire appointments and retroactively report to the City Council for ratification of those appointments during the periods of May 1, 2025 through May 31, 2025 and June 16, 2025 through September 14, 2025: Staff seeks City Council’s approval to delegate temporary authority to the City Manager to make administrative hiring decisions for vacant budgeted positions during the periods of May 1, 2025 through May 31, 2025 and June 16, 2025 through September 14, 2025 in order to ensure continuity of business as it pertains to recruitment and selection processes during the summer months when the City Council traditionally convenes only once per month. Pursuant to the City of Azusa Rules of the Civil Service System, Section 5.7.5 Appointment, Any applicant selected by the department head shall be subject to the approval of the City Council. PD Carlos Orozco Cerda Police Officer TBD – Pending Background 6101/01 $7,895.29 ECD Cassandra Na Rios Community Improvement Inspector TBD – Pending Background 4171/03 $6,094.77 Human Resources Action Items May 5, 2025 Page 3 pursuant to the Azusa Municipal Code Sec. 2-193. - Appointments generally, subsection (a), Appointments to vacant positions in the competitive service shall be made by the city council or by department heads, subject to the approval of the city council, in accordance with the rules established under this division and from employment lists resulting from open competitive examination, promotional examination, lateral transfer, interdepartmental transfer, demotion or reinstatement. Granting the City Manager administrative authority to appoint new hires during the months of May through September, if and when City Council meetings are canceled, will help departments maintain adequate staffing levels, help to ensure the City is able to onboard qualified candidates in a timely manner, and help with overall continuity of City operations. Onboarding candidates timely into vacant positions is additionally important due to the impacts of a new law, Assembly Bill (AB) 2561, Local public employees: vacant positions, which Staff will be presenting to the City Council in depth on May 27th. Pursuant to the City of Azusa Rules of the Civil Service System 5.5.2 Open Competitive, the Personnel Board will continue to approve recruitment requests prior to Human Resources performing recruitment activities. Under the recommended temporary City Manager delegation, new appointments (including promotions) will only be made into positions that have been previously approved and budgeted by the City Council. Staff will report all Appointment decisions made under this delegated authority retroactively to the City Council for ratification at the next regularly scheduled meeting of the City Council. FISCAL IMPACT: All proposed changes were approved with the FY 2024/25 Adopted Budget and/or are able to be absorbed with anticipated salary savings. C26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA GRANTING THE CITY MANAGER TEMPORARY AUTHORITY TO MAKE NEW HIRE APPOINTMENTS (INCLUDING PROMOTIONS) DURING THE PERIODS OF MAY 1, 2025 THROUGH MAY 31, 2025 AND JUNE 16, 2025 THROUGH SEPTEMBER 14, 2025 WHEREAS, pursuant to the City of Azusa Rules of the Civil Service System, Section 5.7.5 Appointment, Any applicant selected by the department head shall be subject to the approval of the City Council; and WHEREAS, pursuant to the Azusa Municipal Code Sec. 2-193. - Appointments generally, subsection (a), Appointments to vacant positions in the competitive service shall be made by the city council or by department heads, subject to the approval of the city council, in accordance with the rules established under this division and from employment lists resulting from open competitive examination, promotional examination, lateral transfer, interdepartmental transfer, demotion or reinstatement; and WHEREAS, routinely at regularly scheduled meetings of the City Council, in a consent agenda staff report titled Human Resources Action Items, Staff seeks City Council’s approval to make new hire appointments into vacant positions prior to onboarding a new employee; and WHEREAS, during the summer months, and at others times, the City Council traditionally convenes only once per month; and WHEREAS, granting the City Manager administrative authority to appoint new hires (including Promotions) during the months of May 2025 through September 2025, if and when City Council meetings are canceled, will help departments maintain adequate staffing levels, help to ensure the City is able to onboard qualified candidates in a timely manner, and help with overall continuity of City operations; and WHEREAS, onboarding candidates timely into vacant positions is additionally important due to the impacts of a new law, Assembly Bill (AB) 2561, Local public employees: vacant positions; and WHEREAS, Staff will ensure City Council’s retroactive ratification of any hiring decisions made by the City Manager under the temporary delegation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby resolve as follows: SECTION 1. Authorizes the City Manager administrative authority to make Appointments of new hires (including Promotions) during the periods of May 1, 2025 through May 31, 2025 and June 16, 2025 through September 14, 2025, if and when regularly scheduled City Council meetings are canceled. SECTION 2. The City Manager’s temporary authority to make Appointments shall only be made into vacant positions that have been previously approved and budgeted by the City Council. SECTION 3. Staff is responsible for reporting any Appointments made by the City Manager at the next regularly scheduled meeting of the City Council.
