A. PUBLIC PARTICIPATION
1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or responses
to the speaker’s questions or comments shall be handled after the speaker has completed his/her
comments. Public Participation will be limited to sixty (60) minutes time.

E. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If
Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be
considered under SPECIAL CALL ITEMS.
1. Minutes of the Utility Board Meeting on September 27, 2021
Recommendation: 1) Approve Minutes as written.
2. Approve a Purchase Order with Orravan Mechanical, Inc. for the Amount of $179,024.63 to
Replace the Light & Water Administration Building’s HVAC Chiller Unit and Controls
System
Recommendation: 1) Approve the Purchase Order to Orravan Mechanical Inc. in the amount not-
to-exceed $162,749.66 plus a contingency allowance of $16,274.97 (10%) for potential change
orders required for unforeseen conditions to replace the ALW administration building’s chiller unit
and controls system.
3. Approve and Adopt a Low Carbon Fuel Standard Clean Fuel Reward (CFR) Joinder
Agreement
Recommendation: 1) Approve ALW to join the Clean Fuel Rewards Joinder Agreement; and 2)
Authorize the Director of Utilities to execute the Clean Fuel Rewards Joinder Agreement in a form
acceptable to the City Attorney.
4. Approve First Amendment to the Professional Services Agreement for Inspection Services to
MWH Constructors for Water Capital Improvement Project W-277
Recommendation: 1) Approve the First Amendment to the Professional Services Agreement
(“First Amendment”) adding $36,000 for Construction Management and Inspection Services to
MWH Constructors, for a total not to exceed amount of $134,750, for Water Project W-277; and
2) Authorize the Mayor to execute the First Amendment, in a form acceptable to the City Attorney,
on behalf of the City.
5. Approval of Consent, Estoppel and Amendment to Renewable Power Purchase and Sale
Agreement Between City of Azusa and Mesa Wind Power Corporation
Recommendation: 1) Approve the Amendment to Renewable Power Purchase and Sale Agreement
between the City of Azusa and Mesa Wind Power Corporation; and 2) Approve a Consent and
Agreement among City of Azusa, Mesa Wind Power LLC, and Wells Fargo Bank; and 3) Approve
an Estoppel Certificate.
