' The City Council of the City of Azusa met in regular session in the Civic Auditorium at the above time and date. Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Reverend Frank Herber of Church of Jesus Christ Latter Day Saints. Councilman Cruz presented Proclamations to the Veterans of Foreign Wars, the Veterans Color Guard and American Legion which the Interim City Administrator read in full, in honor of Veterans Unity Month. The City Clerk/Secretary read the affidavit of proof of publica- tion of Notice of said clearing, published in the Azusa Herald on November 2nd, 9th and 16th, 1983. Notices of this Hearing were duly mailed by certified mail to the last known assessee of each parcel of land in the project area. Moved by Mayor hoses, seconded by Councilman Cruz and Appeals Denied unanimously carried by roll call to deny appeals for variance requests, further directing City Attorney to prepare necessary resolutions. 11/21/83 Page 6 Councilman Cruz offered an Urgency Ordinance which the City Attorney read in full, entitled: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA IMPOSING A MORATORIUM PROHIBITING THE ISSUANCE OF LAND USE ENTITLEMENTS RELATING TO BILL BOARDS WITHIN THE CITY OF AZUSA. ' Moved by Councilman Cruz, seconded by Mayor Moses that Ordinance be adopted. Ordinance passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Report on traffic study at Sixth Street and Azusa Avenue was presented and disclosed that warrants did not exist at that location to justify the installation of a traffic signal. Copy of said report to be furnished to parties requesting said signal. Report on revision to, and recodification of, the Azusa Municipal Code - Zoning Chapter, Title 19, was presented disclosing costs for this major revision. It was con- sensus of Council that Gary Werner,investigate possibility of using Community Development Block Grant funds for this purpose and report to Council. SPECIAL CALL ITEMS 73 Urgency Ord. #2195 Moratorium -Signs Traffic Study 6th & Azusa Report on Title 19 AMC Moved by Councilman Cruz, seconded by Councilman Latta Appvl.Informal and unanimously carried by roll call that due to the Bid to Leeco fact that no bids were received for Project No: 653, two for Air Cond. ' 5 ton roof mounted heating and air conditioning units, Units that contract be awarded to Leeco Heating and Air Conditioning, lowest bidder of informal quotes solicited by staff, in the amount of $7,786.00. Moved by Councilman Cruz, seconded by Councilman Latta City Treas. and unanimously carried by roll call to receive and file Financial City Treasurer's Financial Statement. Statement Councilman Cruz questioned certain warrants on the City Admin. to warrant Resolution and it was consensus of Council that rpt. on certain City Administrator investigate and report back to warrants Council. Councilman Latta offered the resolution entitled: Res. #7374 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Latta, seconded by Mayor Moses that resolution be adopted. Vehicle Maint. investigate and report on vehicle maintenance operation Report at the City Yard. OTHER BUSINESS/CITY COUNCIL It was consensus of Council that a graffiti Hot Line be initiated with the Police Department as the reposi- tory for said calls; further that citizens be apprised of this on their utility bills. It was consensus of Council that Department of Community Services investigate need for tree trimming on Soldano 'Avenue from Foothill Blvd. to the railroad tracks. It was consensus of Council that Finance office and Interim City Administrator investigate status of Los Angeles County Road Department's request for financial assistance for the improvement of Arrow Highway. 7S Graffiti Hot Line at P.D. Tree Trimming Soldano Ave. Rpt. on Arrow Hwy.Impvments (L.A. County Road Dept.) It was also consensus of Council that City Attorney report City Atty. to on legality of putting a limit on amounts of political Rpt. on Curtailing expenditures by candidates for election to City Council. Political Expenses Moved by Councilman Cruz, seconded by Mayor Moses and Res/Plaques for unanimously carried by roll call that resolutions/ Dangleis, Hart, plaques be prepared for John Dangleis, Edward Cooney, Cooney & Decker Willard Decker and June Hart. AUDIENCE PARTICIPATION Moved by Councilman Cruz, seconded by Mayor Moses and Auth.Gladstone unanimously carried by roll call that the Gladstone Boosters to Use Boosters Club be authorized to use City's butane Butane Stoves stoves for a fund raiser. It was consensus of Council that request of Dr. Clarence Dr. Brown's Brown re: Senior Citizen representation, be referred to req.referred to the Director of Community Services. Dir.of Comm.Svcs.
