' The City Council of the City of Azusa met in regular
session in the Civic Auditorium at the above time and
date.
Mayor Moses called the meeting to order and led in
the salute to the Flag.
Invocation was given by Reverend Frank Herber of Church
of Jesus Christ Latter Day Saints.

Brown Belt Division - Karate Championship.
Councilman Cruz presented Proclamations to the Veterans
of Foreign Wars, the Veterans Color Guard and American
Legion which the Interim City Administrator read in
full, in honor of Veterans Unity Month.

The Mayor/Chairman declared the Hearing open. The City
Clerk/Secretary read the affidavit of proof of publica-
tion of Notice of said clearing, published in the Azusa
Herald on November 2nd, 9th and 16th, 1983.
Notices of this Hearing were duly mailed by certified
mail to the last known assessee of each parcel of land
in the project area.
The following documents were received:
Preliminary Plan for Redevelopment.
Proposed Amendment No. III to the Redevelopment Plan
for the Azusa Central Business District Redevelopment
Project.
Relocation Method.
Owner Participation Rules.
Environmental Impact Report.
Report to.the City Council on the proposed Amendment
No. III to the Redevelopment Plan for the'Azusa Central
Business District Redevelopment Project.
Copy of Agreement entered into between the Los Angeles
County Board of Supervisors and the City Council and Redev-
elopment Agency of the City of Azusa re: tax increment
reimbursement agreement on the amended portion of the plan.

Mr. Werner, Consultant to the Redevelopment Agency Description of
presented a brief description of the Redevelopment Plan, Plan & EIR
as well as a summary of the Environmental Impact Report. (Werner)
The City Clerk/Secretary advised that there were no Comms. for
written communications received in favor of the proposed Amend. III
Amendment. (None Recd)
The Mayor/Chairman advised members of the audience
'wishing to testify for the proposed Amendment to stand
and be sworn in by the City Clerk/Secretary. There were
none.

Councilman Cruz offered an Urgency Ordinance which the
City Attorney read in full, entitled:
AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA IMPOSING A MORATORIUM PROHIBITING THE ISSUANCE OF
LAND USE ENTITLEMENTS RELATING TO BILL BOARDS WITHIN
THE CITY OF AZUSA.

Report on traffic study at Sixth Street and Azusa
Avenue was presented and disclosed that warrants did
not exist at that location to justify the installation
of a traffic signal. Copy of said report to be
furnished to parties requesting said signal.
Report on revision to, and recodification of, the Azusa
Municipal Code - Zoning Chapter, Title 19, was presented
disclosing costs for this major revision. It was con-
sensus of Council that Gary Werner,investigate possibility
of using Community Development Block Grant funds for this
purpose and report to Council.

It was consensus of Council that a graffiti Hot Line
be initiated with the Police Department as the reposi-
tory for said calls; further that citizens be apprised
of this on their utility bills.
It was consensus of Council that Department of Community
Services investigate need for tree trimming on Soldano
'Avenue from Foothill Blvd. to the railroad tracks.
It was consensus of Council that Finance office and
Interim City Administrator investigate status of Los
Angeles County Road Department's request for financial
assistance for the improvement of Arrow Highway.
