Award Bid Contract Project LD2021-03 to TSR Construction_ApprovedCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: NOVEMBER 22, 2021 SUBJECT: AWARD BID CONTRACT TO TSR CONSTRUCTION & INSPECTION FOR FURNISHING AND INSTALLING UNDERGROUND ELECTRIC SUBSTRUCTURES AT 1151 WEST ARROW HIGHWAY IN ACCORDANCE TO PLAN AND SPECIFICATION LD2021-03. BACKGROUND: On September 27, 2021, the Utility Board approved the plan and drawing for project LD2021-03 (Consent item E-2), and authorized City Clerk’s office to advertise this project to solicit for formal bids. On November 10, 2021, City Clerk’s office opened and announced the results of five bids received. Staff has evaluated all the bids and determined that TSR Construction & Inspection is the lowest, responsible bidder. TSR Construction & Inspection’s bid is in substantial conformance to the plans and specifications. Staff is seeking approval of Utility Board for awarding the bid contract Project LD2021-03 to TSR Construction & Inspection. RECOMMENDATION: Staff recommends the Utility Board to take the following actions: 1)Approve the award of bid contract Project LD2021-03 to TSR Construction & Inspection in the amount not-to-exceed $151,140; and 2)Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney. ANALYSIS: Soon after Utility Board’s approval, On September 27, 2021, City Clerk’s Office Advertised to solicit for bids for this project on the San Gabriel Valley Tribune. On October 18, 2021, Staff held a Mandatory Job Walk at the Azusa Light & Water Conference Room to discuss the scope of work and project requirements of the bid document with prospective bidders. On November 10, 2021, the five bids received were opened and publicly announced at the City Clerk’s Office. Equipment Company. $173,204.92 International Line Builders, Inc. $209,548.90 Asplundh Construction. $219,506.14 FISCAL IMPACT: Funding for this project is budgeted for under the Utility's Capital Improvement Budget Acct# 33-80-000-730-7120.
