A. PUBLIC PARTICIPATION
1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or
responses to the speaker’s questions or comments shall be handled after the speaker has
completed his/her comments. Public Participation will be limited to sixty (60) minutes time.

E. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If
Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will
be considered under SPECIAL CALL ITEMS.
1. Minutes of the Utility Board Meeting on July 26, 2021
Recommendation: 1) Approve Minutes as written.
2. Approve the Specifications and Authorize the Solicitation of Bids for Project LD2021-03 -
Furnishing and Installing of Underground Substructures at 1151 West Arrow Highway
Recommendation: 1) Approve plan and specifications for project LD2021-03; and 2) Authorize
the advertisement and solicitation of bids for Project LD2021-03 - Furnishing and Installing of
Underground Electric Substructures.
3. Award Kirkwall Substation Electric Relay Replacement Contract to Siemens Industry
Incorporated in the Amount of $164,215.17
Recommendation: 1) Approve the Award of Relays Replacement Contract to Siemens Industry
Inc. in the amount not-to-exceed $164,215.17; and 2) Authorize the City Manager to execute the
Agreement for Maintenance Services in a form acceptable to the City Attorney.
4. Approve the Purchase of Oracle Database Enterprise Edition Licensing Through Sytems &
Software, Inc.
Recommendation: 1) Approve a sole source purchase order with Systems & Software, Inc., as
provided under Municipal Code Sec. 2-520(b)(2), in an amount not-to-exceed i) $96,532 for the
purchase of Oracle Database Enterprise Edition and ii) $17,407 per year in increased maintenance
costs to support the database server.
5. Approve the Purchase of Meter Data Management System Module Updates From
Smartworks Harris Computer Corporation
Recommendation: 1) Approve a sole source purchase order with Harris Computer, Corporation,
as provided under Municipal Code Sec. 2-520(b)(2), in an amount not-to-exceed i) $113,790 for
the purchase of updated MDMS modules and ii) $14,460 per year in increased maintenance costs
for ongoing software support for these additional modules.
F. STAFF REPORTS/COMMUNICATIONS
1. Fiscal Year 2020-21 Fourth Quarter Budget Reports for Water and Electric Funds
Recommendation: 1) Receive and file Fiscal Year 2020-21 4th Quarter Budget Reports for Water
and Electric funds.
