Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time. B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS 2 D. SCHEDULED ITEMS 1. None E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Utility Board Meeting on October 25, 2021 Recommendation: 1) Approve Minutes as written. 2. Approve Cancellation of December 2021 Utility Board Meeting Recommendation: 1) Approve the cancellation of the scheduled December 28, 2021 Regular Utility Board meeting. 3. Award Bid Contract to TSR Construction & Inspection for Furnishing and Installing Underground Electric Substructures at 1151 West Arrow Highway in Accordance to Plan and Specification LD2021-03. Recommendation: 1) Approve the award of bid contract Project LD2021-03 to TSR Construction & Inspection in the amount not-to-exceed $151,140; and 2) Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney. 4. Approve Grant of Easement and Authorize the Record Thereof for the Electric Facilities Installed on Private Property from Property Owner for Site Address 900 W. Foothill Boulevard, Azusa, CA. 91702 Recommendation: 1) Certificate of Acceptance of Grant of Permanent Easement for Electric utility purposes from property owner for site address 900 W Foothill Boulevard in the City of Azusa; and 2) Adopt Resolution No. 2021-UB-10; and 3) Authorize the City Clerk to file said easement documents with the Office of the Los Angeles County Recorder. 5. Approval of First Amendment to Long Term Purchase Agreement Between City of Azusa and San Gabriel Valley Municipal Water District Recommendation: 1) Approve the First Amendment to the Long Term Power Purchase Agreement between City of Azusa and San Gabriel Valley Municipal Water District. 3 F. STAFF REPORTS/COMMUNICATIONS 1. Fiscal Year 2021-22 First Quarter Budget Reports for Water and Electric Funds Recommendation: 1) Receive and file Fiscal Year 2021-22 1st Quarter Budget Reports for Water and Electric funds. G.
