MINUTES OF THE CITY COUNCIL
REGULAR MEETING
NOVEMBER 21, 1983 - 7:30 P.M.
' The City Council of the City of Azusa met in regular
session in the Civic Auditorium at the above time and
date.
Mayor Moses called the meeting to order and led in Call to Order
the salute to the Flag.
Invocation was given by Reverend Frank Herber of Church Invocation
of Jesus Christ Latter Day Saints.

Interim City Administrator read in full to Peggy Sue P. McEwan
McEwan First Place Championship Winner, Senior Women's
Brown Belt Division - Karate Championship.
Councilman Cruz presented Proclamations to the Veterans Proclamations
of Foreign Wars, the Veterans Color Guard and American VFW & American
Legion which the Interim City Administrator read in Legion
full, in honor of Veterans Unity Month. Veterans

JOINT PUBLIC HEARING
Proposed Amendment No. III to the Redevelopment Plan for
the Azusa Central Business District Redevelopment Project
The Mayor/Chairman declared the Hearing open. The City
Clerk/Secretary read the affidavit of proof of publica-
tion of Notice of said Fearing, published in the Azusa
Herald on November 2nd, 9th and 16th, 1983.
Notices of this Hearing were duly mailed by certified
mail to the last known assessee of each parcel of land
in the project area.

Moratorium -Signs
Report on traffic study at Sixth Street and Azusa Traffic Study
Avenue was presented and disclosed that warrants did 6th & Azusa
not exist at that location to justify the installation
of a traffic signal. Copy of said report to be
furnished to parties requesting said signal.
Report on revision to, and recodification of, the Azusa
Municipal Code - Zoning Chapter, Title 19, was presented
disclosing costs for this major revision. It was con-
sensus of Council that Gary Werner,investigate possibility
of using Community Development Block Grant funds for this
purpose and report to Council.
SPECIAL CALL ITEMS
Moved by Councilman Cruz, seconded by Councilman Latta
and unanimously carried by roll call that due to the
' fact that no bids were received for Project No. 653, two
5 ton roof mounted heating and air conditioning units,
that contract be awarded to Leeco Heating and Air
Conditioning, lowest bidder of informal quotes solicited
by staff, in the amount'of $7,786.00.

It was consensus of Council that a graffiti Hot Line
be initiated with the Police Department as the reposi-
tory for said calls; further that citizens be apprised
of this on their utility bills.
It was consensus of Council that Department of Community
Services investigate need for tree trimming on Soldano
'Avenue from Foothill Blvd. to the railroad tracks.
It was consensus of Council that Finance Office and
Interim City Administrator investigate status of Los
Angeles County Road Department's request for financial
assistance for the improvement of Arrow Highway.

unanimously carried by roll call that fees for rental Fees -Eagle Court
of the auditorium be waived for an Eagle Court of Honor, of Honor
to be held December 15th, if the auditorium is available
for use.
