Tie City Council of the City of Azusa met in regular session in the Civic Auditorium at the above time and date. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend James Herring, of the Invocation Assembly of God Church. (#8 Councilman Cruz and unanimously carried by roll call Special Call) vote, with the exception of Item 8, which was considered under the SPECIAL CALL portion of the Agenda. 1. ORDINANCES/SPECIAL RESOLUTIONS Councilman Cruz offered for second reading and adoption an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE BY ADDING THERETO CHAPTER 2.17 CONSISTING OF SECTIONS 2.17.010 - 2.17.040 REFERRING TO THE ESTABLISHMENT OF A UTILITIES COMMISSION. Moved by Councilman Cruz, seconded by Councilman Latta that Ordinance be adopted. (Hydroelectric Project Relicensing). Moved by Councilman Cruz, seconded by Councilman Latta, and carried by roll call that report from the Community Development/Planning Director regarding commercial parking lot, N/W side of San Gabriel Road (Hunter's property) be received and filed. Mayor Moses abstaining from the vote due to a possible conflict of interest. Ltrs.to Congress- men & Senators re: Hydroelectric Proj.Relicensing Comm.Pkng. Lot N/W Side San Gabriel (Receive & File) Moved by Councilman Cruz, seconded by Mayor Moses and Satellite unanimously carried by roll call that Jones Intercable Construction be authorized to commence with emergency construction Jones Intercable of satellite (CUP presently on file with the Planning Commission) . Moved by Councilman Cruz to continue item regarding request from Jones Intercable for five year extension of their franchise, died for the lack of a second. Councilman Latta offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AN EXTENSION OF THE TERM OF THE CABLE TELEVISION FRANCHISE GRANTED TO CABLE TV FUND 10-C LTD., AS SUCCESSOR TO CABLE SERVICE OF AZUSA, INC. Moved by Councilman Latta, seconded by Mayor Moses that resolution be adopted. Resolution passed and adopted by the following vote of the Council: I AYES: COUNCILMEMBERS: LATTA, MOSES NOES: COUNCILMEMBERS: CRUZ ABSENT: COUNCILMEMBERS: NONE SPECIAL CALL ITEMS Moved by Councilman Latta, seconded by Mayor Moses and unanimously carried by roll call that contract for anti -graffiti coating at Slauson and Gladstone Parks, be awarded to KBV Enterprises, in the amount of $28,000.00; further, that irregularity of no corporate seal be waived, and that the Mayor and City Clerk be authorized to execute the contract. Bids were opened in the City Clerk's Office on November 29th and one bid only was received. OTHER BUSINESS/CITY COUNCIL 5 Yr.Extension Jones Inter.- Cont.to 12/19 (Died) Res. #7381 Appvg. 5 Yr.Ext. to Jones Inter- cable Bid Award to KBV for anti - graffiti coating (C-804) Interim City Administrator apprised Council that Policy on Vac/ modifications of present sick leave and vacation accrual Sick Lv Accrual policy were being formulated and would be presented to Council. Moved by Councilman Latta that Public Works investigation Pub.Wrks.Invest. be turned over to District Attorney's Office for com- to DA's Office pletion and solution died for the lack of a second. (Died) 12/05/83 Page 3 CITY COUNCIL RECESSED TO EXECUTIVE SESSION AT 8:45 P.M. CITY COUNCIL RECONVENED AT 9:04 P.M. AUDIENCE PARTICIPATION Regarding Agenda Item I-3 - parking lot, Hunter's property. Action on I-3 Councilman Cruz rescinded his motion to receive and file, Rescinded and Councilman Latta rescinded his second; a second motion was then made: Moved by Councilman Cruz, seconded by Councilman Latta and carried by roll call to uphold Planning Commission's findings that the use was not legally established as a parking lot prior to annexation. Mayor Moses abstaining due to a possible conflict of interest. Moved by Mayor Moses, seconded by Councilman Latta and Auth.$300 for unanimously carried by roll call that $300.00 be Az Band Boosters authorized to the Azusa Band Boosters to help defray logo on trailer costs of painting Azusa High School Band logo on their trailer. Moved by Councilman Latta, seconded by Councilman Cruz Adjourn and unanimously carried to adjourn.
