RHA Task Order Amendment for Small Business Audit and Retrofit Program ServicesApproval of Small Business Audit and Retrofit Program May 27, 2025 Page 3 CONSENT ITEM F-5 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: MAY 27, 2025 SUBJECT: APPROVAL OF TASK ORDER FOR RICHARD HEATH AND ASSOCIATES, INC. FOR SMALL BUSINESS AUDIT AND RETROFIT PROGRAM SERVICES BACKGROUND: Since June 2008, Richard Heath and Associates, Inc. (RHA) has provided Small Business Audit and Retrofit Program services to Azusa Light & Water (ALW) commercial customers through a joint purchase agreement with the Southern California Public Power Authority (SCPPA). SCPPA members, including ALW, utilize RHA’s services via Task Orders, with pricing based on the terms of the Master Agreement. A new Master Services Agreement was approved on March 20, 2025. To continue offering the program, ALW must now execute a new Task Order. RECOMMENDATION: Staff recommends the Utility Board approve the following actions: 1) Approve the Southern California Public Power Authority (SCPPA) Task Order for the Small Business Audit and Retrofit Program Richard Heath and Associates, Inc. at a program cost not-to-exceed $450,000 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”; and 2)Authorize the General Manager to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. ANALYSIS: RHA, Inc. has been providing Small Business Audit and Retrofit Program services to ALW commercial customers since 2008. The program offers utility audits to identify the most effective electric and water conservation measures tailored to each customer's needs. Audit reports include Approved Utility Board 05/27/2025 Amendment of Small Business Audit and Retrofit Program Task Order May 27, 2025 Page 2 recommended upgrades along with cost estimates that factor in available rebates, allowing for turnkey installations without upfront costs. This is especially beneficial for businesses with limited cash flow, and in some cases, LED lighting retrofits may be offered at little or no cost, depending on the rebate structure. As needed, RHA will work with the customers to arrange the audit and retrofit services on the customer’s facilities, consisting of: •Contacting customers and arranging the preliminary audit •Preparing a detailed audit report consisting of water and electric conservation measure recommendations •Providing turnkey cost estimates for the implementation of the recommended measures, including the corresponding rebates •Arranging the installation of the measures •Reporting back to ALW on completed measures and estimated water, electricity, and demand savings associated with each measure implemented by the customer •Performing post-installation inspections when necessary to ensure the systems are installed correctly and delivering the capacity and efficiency they are designed to deliver •Providing follow-up services if necessary to ensure the customer is 100% satisfied with the program implementation Energy savings come from the following commonly recommended measures: 1)Savings from retrofitting older inefficient lighting with new high-efficiency LED fixtures 2) Possible de-lamping and daylighting measures 3) Window tinting on south-facing windows 4)Free HVAC tune-up services Partial funding for this program will come from offsetting the other rebate programs with this direct installation program and the incorporation of rebates otherwise issued for standalone projects. FISCAL IMPACT: There is sufficient budget for the total cost for the program in amount not-to-exceed $450,000 under Public Benefit Fund account number 24-40-739-082-6625.
