The City Council of the City of Azusa met in regular session in the Civic Auditorium at the above time and ' date. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was give by Reverend Larry Payne of the United Invocation Pentecostal Church. CEREMONIAL Councilman Cruz presented Resolutions to Mr. Robert Dunn and Res. to R. Dunn Mr.;Joseph Greco for their services to the City., & J. Greco CONSENT CALENDAR -The CONSENT CALENDAR consisting of Items 1 through 17 was Consent Calendaz approved on motion of Councilman Latta, seconded by Appvd. (#11 'Councilman Cruz and -unanimously carried by roll call vote, deleted) with the exception of Item 11, which was deleted from the Agenda at this time. 1. The Minutes of the December 5, 1983 regular meeting Min. Appvd. were approved as written. 2., ABC Notice for on sale, beer and wine, eating place, ABC Notice original application, for premises located at 641 E. Posh Steak Hse. Foothill Blvd., Posh Steak House, was received & filed. Utility Director and Consumer Service Manager were Attend. Conf. authorized to attend the 52nd -Annual Conference of the Util. Dir. & California Municipal Utilities Association in San Diego, Cons. Svs. Mgr.. ,February 29 through March 2, 1984. 4. ,Tuition reimbursement for the following were approved: Tuit. reimburse. a. A RESOLUTION OF THE,CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. 6. RESOLUTION NO. 7383 Res. #7383 -Comp. mbrs.Hist. A RESOLUTION OF THE CITY COUNCIL OF THE 'Landmark Comm. CITY OF AZUSA ESTABLISHING THE AMOUNT OF COMPENSATION FOR MEMBERS OF THE CULTURAL AND HISTORICAL LANDMARK COMMISSION. 7. Request of Utility Director to waive bidding procedures Transformer per the Municipal Code, and accept the low quotes for Quotations one 300 KVA and one 500 KVA padmounted transformers was approved. General Plan Amendment and Zone change regarding property Gen. Plan Amend. on both sides of Azusa Avenue between 9th and 10th Streets, 6 zn chg. was referred to Planning Commission for study and public hearings on proposed revisions. 9. Planning Commission was instructed to investigate the Uses in C-3 zone. feasibility of amending the Azusa Zoning Code to require a conditional use permit for all automobile -related uses and require screening of all outdoor uses in the C-3 zone. 10. Councilman Latta offered an Urgency Ordinance entitled: Urgency Ord. #2201 AN',URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF Re: Sales & AZUSA AMENDING SECTIONS 3.28.090, 3.28.091, 3.28.130, Use Tax AND 3.28.131 OF THE AZUSA MUNICIPAL CODE AND REPEALING SECTION 3.28.132 OF THE AZUSA MUNICIPAL CODE RELATING TO EXCLUSIONS AND EXEMPTIONS IN COLLECTION OF THE SALES AND USE TAX. City Clerk read the affidavit of proof of publication of Notice of said Hear- ing published in the Azusa Herald on November 23, 1983. Moved by Councilman Cruz, seconded by Councilman Latta 'and unanimously carried by roll call that Public Hearing be continued until February 20, 1984 meeting. Moved by Councilman Latta that staff be authorized to ascertain the amount of funds available in each of the loan pools and then authorize preparation of a Request for'Proposal for Housing Rehabilitation Program. Died for lack of a second. Moved by Councilman Cruz, seconded by Mayor Dioses and carried by roll call that report on alternative means of providing low cost rehabilitation loan program be continued until January 3, 1983, Council Meeting. Councilman Latta dissenting. Roy Prittie - 1 Year In response to a request from Mayor Moses, Interim City Administrator Lloyd Wood apprised Council regarding protective procedures for City employees. CITY COUNCIL RECESSED TO EXECUTIVE SESSION AT 8:50 P.M. CITY COUNCIL RECONVENED AT 9:26 It was consensus of Council that Industries for consideration of be held over until December 27, meeting. Session Reconvened r Moved by Councilman Cruz, seconded by Mayor Moses and Res. in Favor carried by roll call that resolution be prepared favoring of Completion completion of Freeway 210. It was further requested that of 210 Frwy. copies be sent to appropriate legislators. Councilman Latta dissenting. Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried that an additional railing be instal- led at front steps of Civic Auditorium for assistance of handicapped persons. Further that east side door be equipped with means of opening from outside so that severely handicapped persons could have easier access to auditorium. Councilman Cruz offered an Urgency Ordinance entitled: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA IMPOSING A MORATORIUM PROHIBITING THE ISSUA14CE OF LAND USE ENTITLEMENTS FOR ALL USES INVOLVING THE SALE OF ALCOHOLIC BEVERAGES FOR CONSUMPTION ON PREMISES OTHER THAN IN CONNECTION WITH A BONA FIDE RESTAURANT OR EATING PLACE WITH CERTAIN EXCEPTIONS. 12/19/83 Page 4 Provisions for Handicapped Civ.
