WENRICK, CHIEF OF POLICE DATE: JUNE 2, 2025 SUBJECT: APPROVE FUNDING FROM STATE OF CALIFORNIA OFFICE OF EMERGENCY SERVICES FOR CUSTOMER PREMISE EQUIPMENT (CPE) FIXED ALLOTMENT FUNDING BACKGROUND: The California 9-1-1 Emergency Communications Branch (CA 9-1-1 Branch) has approved funding for the Azusa Police Department in the amount of $357,000 for Call Processing Equipment (CPE). RECOMMENDATIONS: Staff recommends that the City Council take the following action: 1) Authorize and accept funding in the amount of $357,000 for Call Processing Equipment (CPE) within the Azusa Police Department Dispatch Center; and 2) Authorize the City Manager to execute the agreement in a for acceptable to the City Attorney. ANALYSIS: The Azusa Police Department has requested funding from CA 9-1-1 Branch for CPE. This funding will allow the Azusa Police Department Dispatch Center to continue operations 24 hours a day, seven days a week, for the next five years. Based upon grant guidelines and 9-1-1 emergency call volume, the Azusa Police Department qualified for funding in the amount of $357,000. June 2, 2025 Page 2 This funding will be used to purchase NextGen Capture 911 Logger to record 911 calls made to the Azusa Police Department Dispatch Center, as well as NextGen 911 cloud based 911 system which is required by the State of California. FISCAL IMPACT: Purchases made from this fixed allotment will be invoiced directly to the CA 9-1-1 Branch. Upon council approval and once the agreement is fully executed, staff will prepare a budget amendment and increase the budget in the amount of $357,000 under 28-20-310-115-4540/6625. Upon acceptance of these funds, the City will need to invest an additional $51,930 to complete the purchase of the CPE, which is requested in the FY 2025-26 proposed budget under account 26-- 20-310-000-7142 - Staff will return to the City Council to approve purchase of the CPE.
