HomeMy WebLinkAboutE.5 - Staff Report - 890 Promenade Project FF&EAPPROVE THE PLANS AND SPECIFICATIONS FOR THE AZUSA LIBRARY MODERNIZATION PROJECT AND AUTHORIZE STAFF TO SOLICIT BIDS April 21, 2025 Page 3 CONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JUNE 02, 2025 SUBJECT: APPROVE PURCHASE OF FURNITURE, FIXTURES, AND EQUIPMENT (FF&E) FOR TENANT IMPROVEMENTS RELATED TO CITY-OWNED FACILITY AT 890 THE PROMENADE (PROMENADE AT CITRUS PROJECT CIP NO. 62519A) BACKGROUND: The City of Azusa currently owns a ±8,206 square foot commercial facility located at 890 The Promenade. On February 1, 2022, the City of Azusa entered into a Lease Agreement with the Los Angeles County Metropolitan Transportation Authority (LA Metro) for use of the city-owned facility as System Security and Law Enforcement Offices to support the operation of the Metro A Line. To facilitate the intended use, LA Metro requested the City build-to-suit the premises per a mutually agreed upon space plan. On April 21, 2025, the City Council approved the plans and specifications for the tenant improvements for the subject property and authorized staff to solicit bids for construction services. Per the Lease Agreement, LA Metro is responsible for funding all project-related costs beyond the City’s contribution limit, and therefore the Agency must approve the final project budget and bid assignment. The proposed action authorizes staff to purchase the furniture, fixtures, and equipment (FF&E) for the facility. Approved City Council June 2, 2025 Purchase of Furniture, Fixtures, and Equipment – 890 Promenade Project June 2, 2025 Page 2 of 3 RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1) Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of the proposed FF&E in the amount not to exceed $116,560.93 (CIP Project #62519A); and 2) Authorize the City Manager to execute a purchase agreement with Steelcase Inc. for the purchase of the proposed FF&E. ANALYSIS: Following discussions with LA Metro representatives, the facility’s construction will include a phasing of the project. Earlier this year, the City renovated Bays 4-5 (of 6 total bays) as part of ‘Phase 0’ for use as temporary office spaces by LA Metro security personnel in anticipation of a larger comprehensive build-out of the facility. LA Metro personnel began operating out of the renovated bays in March 2025. Per the negotiated terms with LA Metro, the City’s contribution limit toward this project of $30 per square foot has already been expended. Any remaining and future project-related costs are the responsibility of LA Metro. Additionally, the City continues to collect lease payments since January 1, 2023. At present, this amount is approximately $12,145 per month ($1.48/sf) with a 3% annual escalator. Upon tenant occupancy of the renovated bays in March 2025, LA Metro is also responsible for reimbursement of costs associated with operating the facility (also referred to as NNN operating expenses). Over the past several months, the City’s design consultant, Studio T-SQ2 Inc., along with LA Metro and city staff have worked together to develop the project’s design plans, specifications, and construction documents which were approved by the City Council on April 21, 2025. Steelcase, Inc. has been selected as the FF&E supplier because they are able to supply the desired furniture through their Sourcewell Contract (Contract #091423-STI). With Sourcewell the City can achieve the benefits of a competitive bid without the additional cost and delays associated with the standard procurement process. Upon Council authorization, Staff will execute a purchase agreement for the proposed FF&E. ENVIRONMENTAL CLEARANCE: This action is categorically exempt from the requirements of the California Environmentally Quality Act (CEQA) pursuant to Section 15301 Class 1 (a) – Interior or Exterior Alterations. Before the contract is awarded, staff will file a Notice of Exemption with the Los Angeles County Clerk’s Office. All Funding will come from LA Metro’s project budget for a not to exceed purchase amount of $116,560.93. Funding has been received under account 46-80-000- 625-62519A-7140.
