A RESOLUTION OF THE UTILITY BOARD ADOPTING THE PROPOSED
CROSS CONNECTION CONTROL PLAN FOR AZUSA LIGHT AND WATER
WHEREAS, Sections 7583 through 7594 of Title 17 of the California Code of Regulations
mandated that a California Public Water System shall protect the public water system from
contamination by implementation of a cross-connection control program (Title 17 Regulations),
and
WHEREAS, the State Water Resources Control Board adopted the Cross-Connection
Control Policy Handbook (CCCPH) on December 19, 2023, which became effective July 1, 2024,
rescinded Title 17 Regulations and established statewide requirements for public water systems to
prevent backflow and cross-connection hazards; and
WHEREAS, pursuant to Health and Safety Code Sections 116407 and 116555.5, and
Assembly Bills 1671 and 1180, public water systems are required to implement a cross-connection
control program consistent with the CCCPH; and
WHEREAS, the CCCPH requires that a California public water system submit a compliant
Cross-Connection Control Plan (Plan) to the State Water Resources Control Board by July 1, 2025;
and
WHEREAS, ALW staff have developed a comprehensive Plan to meet the requirements
of the CCCPH and to ensure the long-term protection of the City’s potable water distribution
system; and
WHEREAS, the CCCPH requires Azusa Light & Water (ALW) to possess local authority
to enforce its requirements; and
WHEREAS, ALW currently maintains local authority through Water Utility Rule No. 20,
which governs backflow prevention and cross-connection enforcement, and has been amended to
align with CCCPH requirements as outlined in the Plan; and
WHEREAS, amendments to Water Utility Rule No. 20 will incorporate a system-wide
hazard assessment cycle, expand enforcement timelines and definitions, and affirm the legal and
financial responsibilities of water users for backflow compliance; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred.
NOW THEREFORE, THE AZUSA UTILITY BOARD OF THE CITY OF AZUSA DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: The above Recitals are true and correct and are incorporated herein by this
reference.
SECTION 2: The Azusa Utility Board hereby authorizes ALW staff to submit the Plan to
the State Water Resources Control Board for review. If the State Water Resources Control Board
asks for revisions, modifications, or does not approve the Cross-Connection Control Plan, ALW
staff shall make any revisions necessary to achieve compliance with the CCCPH.
SECTION 3: The Azusa Utility Board adopts the amendments to Water Utility Rule No.
20 to incorporate the provisions of the Plan, including a recurring hazard assessment cycle,
expanded high-risk criteria, enforcement timelines, and the legal and financial responsibility of the
user, ensuring consistent program enforcement in alignment with the CCCPH.
SECTION 4: The Azusa Utility Board authorizes the General Manager, or their designee,
to implement the Plan and make minor administrative revisions as needed to maintain compliance
with state regulations and guidance.
SECTION 5: The Plan shall be administered by ALW’s Water Distribution Specialist under
the supervision of the Water Distribution Superintendent and oversight of the Assistant General
Manager – Water Operations and General Manager.
SECTION 6: The documents and materials associated with this Resolution that constitute
the record of proceedings are located at the Azusa Light and Water Office, 729 N. Azusa Ave.,
Azusa, California 91702.
