Low Income EE Audit and DI Pilot ProgramINFORMATION ITEM G-1 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: JUNE 23, 2025 SUBJECT: LOW-INCOME RESIDENTIAL ENERGY EFFICIENCY (EE) AUDIT AND DIRECT INSTALLATION (DI) PILOT PROGRAM BACKGROUND: Synergy Companies (Synergy) was previously approved by the Azusa Light & Water (ALW) Utility Board (UB) to provide Energy Efficiency Audits and Direct Installation services for all customer segments within the ALW electric utility service territory. As part of the current Synergy program, Synergy offers a residential, multi-residential, and manufactured home program consisting of on-site assessments and the direct installation of energy efficiency products and measures. Based upon the assessment and customer approval, Synergy can directly install and distribute energy efficiency measures and products, as pre- determined by ALW. In addition, Synergy coordinates with Southern California Gas Company to provide low-income single-family, multifamily, and manufactured-housing residential customers with multi- utility direct installation weatherization services. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Receive and file informational report. ANALYSIS: ALW currently provides an $80 annual bill credit to low-income qualified residential customers through the Electric Payment Assistance Program. ALW plans to supplement the annual bill credit program with The Low-Income Residential EE Audit and DI Pilot Program, which will offer “No Cost” energy efficiency measures and products to income qualified customers who normally do not participate in the Residential Energy Star Appliance and Weatherization Program. Approved Utility Board 06/23/2025 Low Income EE Audit and DI Pilot Program June 23, 2025 Page 2 of 2 To accomplish this effort, ALW plans to utilize Synergy to provide on-site energy efficiency audits and direct installation services to the low-income customer segment who are currently enrolled in the Electric Assistance Program. During the on-site visit, Synergy will assess the opportunity for the installation of energy efficiency measures. Based upon the assessment and customer approval, Synergy shall directly install and distribute energy efficiency measures and products, as pre-determined by ALW within the Program Pricing Worksheet. In addition, Synergy will coordinate with Southern California Gas Company to provide low-income single-family, multifamily, and manufactured-housing residential customers with multi-utility direct installation weatherization services. FISCAL IMPACT: The program funding is included in the previously approved total multiyear contracted amount of $450,000 for the Synergy Energy Efficiency (EE) Audit and Direct Installation (DI) for Residential and Non-Residential Program budgeted under Public Benefits Fund account number 24-40-739-082-6625.
