SUBJECT: CITY OF AZUSA WILDFIRE MITIGATION PLAN
BACKGROUND:
California Public Utilities Commission Senate Bill (“SB”) 901 Section 8387 (b) (3) requires all electric
utilities operating in California to present their wildfire mitigation plans (“WMP”) at a public meeting
annually to provide an opportunity for public and Board comments on their WMPs. In addition, Section
8387 of SB 901 also requires that the utilities update their WMP annually and perform a comprehensive
revision of the WMP every three years. Azusa completed a comprehensive update of its WMP in June of
2023. According to Wildfire Safety Advisory Board’s (“WSAB”) Advisory Opinion for the 2025 WMP
of Publicly Owned Electric Utilities and Electrical Cooperatives Section 7, Azusa Light and Water
(“ALW”) only needs to submit its current WMP together with a letter stating the following: that it does
not own or control any overhead electric supply facilities in the High Fire Threat District, that ALW does
not anticipate any changes to wildfire risks in its service territory in coming years, and ALW has no update
since its last WMP. Staff has prepared such a letter to submit to WSAB together with its WMP of year
2023. The proposed action would adopt ALW’s June 2023 WMP as its current Azusa Wildfire Mitigation
Plan.
RECOMMENDATIONS:
Staff recommends that the Utility Board take the following actions:
1) Provide comments on ALW’s June 2023 WMP and adopt it as current WMP
ANALYSIS:
In year 2023, the City of Azusa Light & Water (“ALW”) Department performed a comprehensive revision
of its Wildfire Mitigation Plan (“WMP”) as required by the SB 901 Section 8387. ALW engaged Dudek
Inc. to independently evaluate its revised WMP to meet the statutory requirements of SB 901. On June
19, 2023 the City of Azusa adopted the comprehensive revision of its WMP during its regular City Council
meeting (Scheduled Item D-3). Azusa service territory has not changed since the adoption of its

comprehensive WMP of year 2023. According to WSAB’s Advisory Opinion, ALW does not own or
control any overhead electric supply facilities in the High Fire Threat District (“HFTD”), and has no
updates to its WMP, should submit its most recent WMP together with a letter stating that ALW does not
own or control any overhead electric supply facilities in the HFTD, does not anticipate any changes to
wildfire risks in its service territory in coming years, and has no update since its last WMP. Therefore,
ALW plans to submit its current WMP and Letter to WSAB in lieu of submitting WMP updates.
FISCAL IMPACT:
There is no fiscal impact associated with resubmitting the City of Azusa’s current Wildfire Mitigation
Plan to WSAB.
