Approve the Purchase of a Truvac CNG Vacuum Excavator From Haaker Equipment Company for the Water Division CONSENT ITEM F-4 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: JANUARY 22, 2024 SUBJECT: APPROVE THE PURCHASE OF A TRUVAC CNG VACUUM EXCAVATOR FROM HAAKER EQUIPMENT COMPANY FOR THE WATER DIVISION BACKGROUND: The Water Division currently utilizes two diesel-powered Vacuum Excavators to install and maintain water infrastructure. The Vacuum Excavator Fleet is used at a variety of work sites for construction, repairs, rehabilitation, inspections, and for best management practices (BMPs). The specific applications the Water Division utilizes the Vacuum Excavators are for debris removal, daylighting, locating subsurface and underground utilities, aiding in hard-to-reach or access issue areas, pipeline installation, potholing, and trenching. The Vacuum Excavators help meet the Water Quality Control Board Storm Water Pollution Prevention Plans and BMP standards by cleaning up the streets after system leaks and excavations. South Coast Air Quality Management District (SCAQMD) Rule 1196 is part of AQMD’s strategy to attain federal and state ambient air quality standards. Rule 1196’s intent is for the Public Fleet vehicles to utilize Clean Heavy-Duty Fleet. Rule 1196 states that additions or formations of a fleet consisting of 15 or more heavy-duty vehicles cannot be diesel-powered and shall utilize alternative fuel. ALW has been working with SCAQMD since 2021 to be in compliance. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Waive the competitive purchase requirements pursuant to Section 2-521 (a), Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); and Approved Utility Board 01/22/2024 PURCHASE OF A CNG VACUUM EXCAVATOR FOR WATER DIVISION January 22, 2024 Page 2 2) Approve a Purchase Order to Haaker Equipment Company, in an amount not- to-exceed $760,287.30, including sales tax and delivery charges, for a Truvac CNG HXX Vacuum Excavator under Sourcewell Cooperative Purchasing Agreement – Contract #101221-VTR ANALYSIS: In November 2021, ALW submitted a compliance plan to replace a diesel-powered Vacuum Excavator with a Clean Natural Gas (CNG) powered excavator to meet SCAQMD Rule 1196 requirements. ALW obtained a quote from Haaker Equipment Company for a Truvac CNG Vacuum Excavator in January 2024 that meets current SCAQMD emission requirements. The procurement of this CNG Vacuum Excavator may take up to 18 months due to long assembly lead times. Upon receipt of the new CNG Vacuum Excavator, ALW Water Division’s existing 2003 Vactor, Hydro Vacuum Excavator (WT-38) will be removed from service and retired. This will meet ALW's proposed SCAQMD Rule 1196 compliance plan, which stated ALW would replace a diesel-powered vehicle with an alternative fueled vehicle by December 31, 2026. FISCAL IMPACT: The fiscal impact is $760,287.30, including tax, delivery, discount, and administrative fees. Funds are available in the approved FY 2023-24 Water Divisions capital outlay budget, account number 32-40-723-751-7140.
