Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. PUBLIC PARTICIPATION 1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Utility Board Meeting on May 28, 2024. Recommendation: 1) Approve Minutes as written. 2. Approve the Fifth Amendment to the Professional Services Agreement with Northstar Chemical to Provide Water Treatment Chemicals and Equipment Services Recommendation: 1) Approve the Fifth Amendment to the Professional Services Agreement with Northstar Chemical, as a DBA of Pacific Star Chemical, in an amount not to exceed $175,000, in accordance with Azusa Municipal Code Section 2-517(a) (24); and 2) Authorize the Mayor to execute the Fifth Amendment, in a form acceptable to the City Attorney, on behalf of the City. 3. Approval of the 2023 Power Source Disclosure Report Recommendation: 1) Approve the 2023 Power Source Disclosure Report and subsequent 2023 Power Content Label. 4. Approval of Contract Extension with OATI, Inc. Recommendation: 1) Approve a 3-year contract extension with OATI, Inc. for webSettlement Software Services and have the General Manager execute the agreement. 3 G. STAFF REPORTS/COMMUNICATIONS 1. City of Azusa Wildfire Mitigation Plan (“WMP”) Dated June 19, 2023 Recommendation: 1) Receive and file the revised City of Azusa Wildfire Mitigation Plan dated June 19, 2023. 2. Semi-Annual Report on Azusa Light and Water's Energy Portfolio Recommendation: 1) Receive and file the Semi-Annual Report on Azusa Light and Water’s Energy Portfolio. H. VERBAL COMMUNICATIONS 1.
