SUBJECT: APPROVAL OF PURCHASE OF 60KVA PORTABLE POWER GENERATOR
FOR EMERGENCY ELECTRIC OPERATIONS
BACKGROUND:
The Electric Division needs a portable power generator to support operations during emergencies
where conventional power is unavailable. The proposed portable generator is versatile in many
ways. The generator would provide power to the Electric Yard on 10th Street to support its
operations during a citywide power outage, may be transported to job sites to support work
crews, and can also be utilized to charge stranded electric vehicles as the city is acquiring
additional electric vehicles in the near future. Staff recommends the purchase of a new 60KVA
portable power generator which can be switched to supply power in different levels: 277/480V,
120/208V, and 120/240V. Staff solicited and received a quote from Quinn Power Systems for the
proposed portable power generator in the amount of $69,492.76
The proposed actions waive the competitive purchase requirements pursuant to the Azusa
Municipal Code Section 2-521(a), Article VII, and authorizes a Purchase Order in an amount not
to exceed $69,492.76 for a 60KVA portable power generator
RECOMMENDATION:
Staff recommends that the Utility Board take the following action:
1)Waive the competitive purchase requirements pursuant to Section 2-521(a), Article
VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback
Purchasing);
2) Approve the purchase of one (1) new portable 60KVA power generator; and
3)Authorize the issuance of a Purchase Order to Quinn Power Systems, Inc. in the
amount not to exceed $ 69,492.76

During a natural disaster event, a major regional power outage is most likely to occur. Having a
power generator available is essential to keep critical facilities such as the electric yard,
substations, and emergency response center in operation. Besides using the power generator
during an emergency, Staff have determined that a power generator can serve other purposes,
such as providing power at a job site when conventional power is not available or providing
power to charge stranded electric vehicles as the City is planning to add electric vehicles to its
fleet. Staff solicited and received a proposal for a new 60KVA portable power generator from
Quinn Power Systems. Staff have reviewed the proposal and determined that it has met all the
specifications and requirements.
Staff recommends waiving competitive purchasing requirements and utilizing the bid received
pursuant to a nationwide bidding cooperative, i.e., Sourcewell (formerly NJPA), which includes
Quinn Power Systems as an equipment provider.
FISCAL IMPACT
The fiscal impact of this purchase is $69,492.76. It was included in the FY 2024-2025 budget,
and sufficient funds are available under Capital Outlay Account No. 33-40-733-670-7145.
