Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. PUBLIC PARTICIPATION 1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time. B. CLOSED SESSION 1. None. C. GENERAL MANAGER COMMENTS D. UTILITY BOARD MEMBER COMMENTS E. SCHEDULED ITEMS None. F. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Approve Grant Easement and Authorize the Record Thereof for the Electric Facilities Installed on Private Property from Property Owner for Site Address 573 E. Arrow Highway, Azusa, CA 91702 Recommendation: 1) Certificate of Acceptance of Grant of Permanent Easement for Electric utility purposes from property owner for site address 573 E Arrow Highway in the City of Azusa; and 2) Adopt Resolution No. 2024-UB08; and 3) Authorize the City Clerk to file said easement documents with the Office of the Los Angeles County Recorder. 2. Cancellation of December 2024 Utility Board Meeting. Recommendation: 1) Approve of canceling the scheduled December 23, 2024, Regular Utility Board meeting. 3. Approve the Purchase of Replacement Membrane Filters from Dupont Water Solutions for Three Filtration Units at the Water Treatment Plant. Recommendation: 1) Approve the purchase of 396 replacement L20N membrane modules and 792 filtrate cup assemblies pursuant to purchasing requirements of the Azusa Municipal Code Chapter 2, Article VII, Section 2-517(a)(35) treatment equipment (Solicitation and bidding exemptions); and 2) Authorize the City Manager or his/her designee to issue a purchase order to Dupont Water Solutions for a not-to-exceed amount of $475,553.60. 3 4. Approval of Purchase of 60KVA Portable Power Generator for Emergency Electric Operations. Recommendation: 1) Waive the competitive purchase requirements pursuant to Section 2-521(a), Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); and 2) Approve the purchase of one (1) new portable 60KVA power generator; and 3) Authorize the issuance of a Purchase Order to Quinn Power Systems, Inc. in the amount not to exceed $ 69,492.76. G. STAFF REPORTS/COMMUNICATIONS 1. Semi-Annual Report on Azusa Light & Water’s Energy Portfolio. Recommendation: 1) Receive and file the Semi-Annual Report on Azusa Light and Water’s Energy Portfolio. H. VERBAL COMMUNICATIONS 1. Power Supply Update 2. Water Supply Update I. ADJOURNMENT 1.
