SUBJECT: APPROVE A PURCHASE ORDER WITH JJ'S CONSTRUCTION FOR
FLOORING, PAINTING, BREAK ROOM, AND RESTROOM
IMPROVEMENTS OF THE LIGHT & WATER BUILDING SECOND FLOOR
IMPROVEMENT PROJECT IN THE AMOUNT OF $175,580.00
BACKGROUND:
The Azusa Light & Water (ALW) building was built in 1995, and the Light & Water building’s
second-floor improvement project was established to provide improvements and upgrades to the
areas used daily by customers and employees. The recommended action would approve a purchase
order for painting throughout the offices and customer service reception area, carpet replacement,
and updates in the restrooms and employee break room.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Approve a purchase order with JJ’s Construction in an amount not-to-exceed
$175,580.00 and a 10% contingency not-to-exceed $17,558.00 for potential change
orders as needed.
ANALYSIS:
The second-floor carpet, paint, and customer service counters are past their useful life and are now
a safety concern. The customer reception area needs several improvements to assist customers and
modify counter spaces to be accessible by the public. Several pre-built workstations need to meet
the newest ergonomic and ADA guidelines. The counter spaces in the employee break room are
deteriorated due to water damage and are not repairable. These items and those listed are unfixable
and well beyond their useful life.

The proposal includes new paint, carpet, base covers, and trimming throughout the second floor.
There are two (2) single-stall restrooms and two (2) multi-stall restrooms with ADA accessibility
located on the second floor. The improvements to the four (4) restrooms include updated sinks,
new paint and tile, refurbished restroom stall partitions, and new restroom towel/soap dispensers.
The laminate countertops in the employee break room have substantial water damage and need
replacement. The cabinets and countertops will be replaced. New energy-efficient appliances will
replace the existing outdated and inefficient appliances. The two indoor stairways will be
repainted, and new rubber flooring will be installed for safety.
This project does not propose any structural changes to the existing floor layout.
ALW contacted five (5) different construction companies and requested a bid for the second-floor
improvement project. Only two (2) estimates were received. The following results were received
and determined to be in conformance with the line items requested. It is recommended that the
purchase order is approved for JJ’s Construction, the lowest responsible bidder.

Staff recommends approving the Purchase Order for JJ’s Construction in the amount of
$175,580.00 with a 10% contingency for unforeseen conditions.
FISCAL IMPACT:
Funds for this project were approved and are available in the Electric Division’s Capital
Improvement Program Budget Account No. 33-80-000-730-7125/73023A-7125 and Water
Division’s Capital Improvement Program Budget Account No. 32-80-000-721-7125/72123A-
7125. The total cost will be split equally between the Electric and Water Division.

2nd Interior remodel
DEMO & HAUL AWAY:
-Remove all existing carpet and rubber base.
-Remove all existing rubber treads at both staircases, and baseboards.
-Remove existing cabinets in the break room office, etc.
PAINT:
-Repair any damage to the walls due to cabinetry removal.
-Apply 2 coats of finish paint on all interior walls, hard lid ceilings, door jambs and window trim.
Color to be selected by Client.
FURNISH & INSTALL:
-Carpet, rubber treading at the staircase, and all rubber based on approved samples.
-New in the break room and quartz countertop.
4 Bathroom Remodel
Demo:
-Remove and haul away all existing plumbing fixtures, tile, and countertops.
-Install 5/8” DensShield on all tile walls and apply a new dry-pack mortar bed on the tile floor, if
needed.
-Furnish all tile finishes that are chosen by management, from approved samples.
-Adhere tile to floor and walls with thinset mortar.
-All tile walls and floor layout shall remain the same.
Plumbing:
-Furnish and install all plumbing fixtures: toilets, sinks, faucets, and urinals.
-All existing plumbing layout shall remain the same.
Paint:
-Prep and paint all walls, ceilings and door trim.
-Existing door stain shall remain the same.
Bathroom accessories:
-Furnish and install, bathroom mirrors
-Furnish and install: toilet dispensers, towel dispensers, handicap handrails, and soap
dispensers, etc.
Partitions:
-Remove and reinstall all existing partitions.
-Prep and paint all existing partitions.
-All existing partition layouts shall remain the same.

Scope of Work: 2nd floor remodel
1. Remove and dispose of all flooring carpet tiles and laminate and replace all
flooring with carpet tiles and new 4” rubber cove base. Includes hallways, stairwells,
and second floor light and water offices. Samples will be provided to owner for
selection.
2. Paint all offices, door frames, window frames, stairwells, stair railing, and 4
restrooms. Includes wall patching and prep work.
3. Remove and dispose of existing furniture in offices and reception area
including window blinds.
4. Remove dispose and replace kitchen cabinets, new quartz countertops, sink
and fixtures. Appliances not included.
5. 2 small restrooms- New wall tile 4’ high, paint, new toilet, sink and faucet,
accessories.
6. 2 larger restrooms, new countertop, sinks and faucets.
Work will be coordinated with furniture installer
Total Project Cost $178,000.00
