Draft Minutes of the Utility Board on April 24, 2023CONSENT ITEM E-1 CITY OF AZUSA MINUTES OF THE REGULAR MEETING OF THE AZUSA UTILITY BOARD MONDAY, APRIL 24, 2023– 6:30 P.M. Chairperson: Dennis Beckwith Vice Chairperson: Edward J. Alvarez Board Member: Robert Gonzales Board Member: Andrew N. Mendez Board Member: Jesse Avila, Jr. Secretary: Jeffrey Lawrence Cornejo, Jr. The Utility Board of the City of Azusa met in regular session, at the above date and time, in the Azusa Light & Water Building 1st Floor Conference Room located at 729 N. Azusa Avenue, Azusa, California. Chairperson Andrew N. Mendez called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by Secretary Cornejo. PRESENT: BOARD MEMBERS: AVILA Jr., ALVAREZ, GONZALES, BECKWITH, MENDEZ ABSENT: BOARD MEMBERS: NONE The pledge to the flag was led by Board Member Jesse Avila, Jr. ALSO PRESENT Elected Officials: Secretary Cornejo City Attorney: Jeff Ferre Staff Members: City Manager Sergio Gonzalez, General Manager Tikan Singh, Assistant General Manager of Electric Operations Hien Vuong, Assistant General Manager Power Resources Richard Torres, Assistant General Manager Water Operations Melissa Barbosa, Environmental Programs Manager Paul Reid, Administrative and Finance Manager Danny Smith, Police Captain Robert Landeros, Deputy City Clerk II Brenda Hernandez. A.PUBLIC PARTICIPATION None. B.GENERAL MANAGER COMMENTS General Manager Singh reported that Azusa Light & Water received the Customer Service - Excellence in Public Power Communications Award from the American Public Power Association and was also recognized for Exceptional Print and Digital Program Marking. Minutes of the Utility Board Meeting on March 27, 2023 were approved. Vice Chairperson Alvarez moved, seconded by Board Member Avila Jr., to approve Item 1 of the Consent Calendar: Unanimously passed 5-0. AYES: BOARD MEMBERS: AVILA Jr., ALVAREZ, GONZALES, BECKWITH, MENDEZ NOES: BOARD MEMBERS: NONE ABSENT: BOARD MEMBERS: NONE ABSTAIN: BOARD MEMBERS: NONE Item E-2 pulled for discussion. 2. Approve Extension of Professional Services Agreement with Apx, Inc. for Provision of Real-Time Energy Scheduling Services was approved. Assistant General Manager Power Resources Richard Torres provided a summary of the staff report and answered related questions. Board Member Mendez moved, seconded by Board Member Avila Jr., to approve Item 2 of the Consent Calendar: Unanimously passed 5-0. Annual SB 1037 Report. Environmental Programs Manager Paul Reid provided a summary of the Annual Report and answered related questions. Item was received and filed. G. VERBAL COMMUNICATIONS 1. Power Supply Update Assistant Director Power Resources Richard Torres reported that renewable output through March 2023 generation was 14% Solar, 9% Wind and 0.04% Hydro. The Target for the year is 41.3%. The Mesa Wind update included the deliveries have been completed to 6 of 8 turbine sites, Six sites have the first 2 of 4 tower sections installed and PAGE 3 – 4/24/23 installations performed as wind conditions permit. Mr. Torres indicated the Mesa site visit is still on schedule for May 3, 2023. 2. Water Supply Update Assistant General Manager Melissa Barbosa reported 0.76” of rain fell in April for a total of 38.97 inches for the season. Local Ground Water Elevation at Key Well as of April 21, 2023, is 221.4 feet which was a 22.6 foot rise from March which indicates they are capturing local ground water run-off. The Water Division provided Community Outreach at Slauson Middle School on April 18, 2023, presented to GATE after school students on water engineering, the sources of Azusa water, water conservation, water quality, and how ALW keeps water supply safe. Cal Poly Pomona Senior Project students presented to the Water Division at the treatment plant and ALW gave a tour to the Cal Poly Students on April 24, 2023. The State has released information stating the State Water Project’s allocation is at 100%. Azusa Light & Water staff answered Board Member questions. H. CLOSED SESSION None I.
