MINUTES OF THE CITY COUNCIL
REGULAR PtEETING
FEBRUARY 21, 1984 - 7:30 P.M.
1 The City Council of the City of Azusa met in regular
session in the Civic Auditorium at the above.time and
date.
Mayor Moses called the meeting to order and dedicated Call to Order
the meeting to Glenn Campbell, deceased Planning Com-
missioner, then he led in the salute to the Flag.
Invocation was given by Reverend.Frank Herber of the Invocation
Church of Jesus Christ, Latter Day Saints.

ADDING SECTION 5.32.040 TO THE AZUSA MUNICIPAL CODE

No. C-307 with provision that a 5 foot masonry wall be
erected in place of existing fence on the premises; further,
that the City Attorney be directed to prepare the necessary
resolution. Councilman Camarena dissenting.
PUBLIC HEARING - Notice to destroy weeds, remove brush, Pub.Hrg.re:
rubbish, refuse and dirt on certain' streets in the City Weed Abatement
of Azusa.
The Mayor declared the Hearing open. The City Clerk read
the affidavit of proof of publication of Notice of said
Hearing published in the Azusa Herald on February 8, 1984.
Testimony was received.
Moved by Councilman Cruz, seconded by 'Councilman Camarena
and unanimously carried by roll call to -close the Hearing.
Moved by Councilman Cook, seconded by Councilman Latta
and unanimously carried by roll call that in the matter of
resolution to abate noxious weeds,.rubbish and refuse,
that the Agricultural Commissioner be directed to abate the
nuisance by having the weeds, rubbish and refuse removed.
PUBLIC HEARING - on proposed amendment to the Azusa Pub.Hrg.Amend.
Municipal Code - automobile related uses in the C-3 to AMC re: Auto
zone and requiring screening of all outdoor uses. Related Uses in
C3 Zone
The Mayor declared the Hearing open. 'The City Clerk
read the affidavit of proof of publication of Notice
of said Hearing published in the Azusa Herald on
February 8, 1984.

Moved by Councilman Latta, seconded by Councilman
Camarena and unanimously carried by roll call to
approve the Code Amendment as recommended by the
Planning Commission, further directing the City
Attorney to prepare the necessary documents for
certification of the Negative Declaration and the
amendment to the Municipal Code.

and unanimously carried by roll call to approve General
Plan Amendment No. 83-3 as recommended by the Planning
Commission; further directing the Cite Attorney to pre-
pare the necessary documents for cerifYlxng
the Negative Declaration and the plan amendment.

and unanimously carried by roll callto approve Zone
Change Case No. Z-228, directing the City Attorney to
prepare the necessary documents.

Moved'by Councilman Cruz, seconded by Mayor Moses and
unanimously carried by roll call to waive fees for use
of the 'Woman's Club, excluding clean-up deposit, by
the Helping Hand organization; further that Director
of Community Services prepare some guidelines regarding
the use of the Woman's Club by charitable groups on
days other than Saturdays, which are: the best rental
days for the City.
Moved.by Mayor Moses that the Chamber of Commerce be
authorized to use the Woman's Club for the Miss Azusa
Pageant, waiving fees, except.clean-;up deposit, died
for the lack of a second.
Moved by Councilman Latta, seconded.by Mayor Moses and
carried by roll call that staff prepare policy to be
placed in the Council Policy Notebook,`with regard to
procedures for the waiving of fees for use of the
Woman's Club. CouncilmanCamarena dissenting.

item was inadvertently pulled from the Consent Calendar
in error.
Moved by Councilman Camarena, seconded by Councilman Latta

City Treasurer's Financial Statement showing a balance of
$5,256:,358.30 as of January 31st, 1984. In the future it
was requested that a monthly profit margin also be given

It was"consensus of Council that Interim City Administra- Motel at 1st
for report on amount of bonds secured by the City for the & Alameda
construction of the motel at First and Alameda. Bond Costs
It was consensus that staff look into future plans and
goals for growth in the City spanning the next 5 years.
It was: also consensus of Council that the Azusa Unified
School'District Board and the Council meet in order to
discuss mutual goals and plans for Azusa's growth and
development.
Moved by Councilman Cruz, seconded by Mayor Moses and
unanimously carried by roll call that Director of
Public -Works report on costs of obtaining an additional
street -sweeper, personnel, and funding of same for report
to Council.
Moved by Councilman Camarena, seconded by Mayor Moses
and unanimously carried by roll call that staff be directed
to set up a study session for Councilmembers with our
Redevelopment Consultant Fred Lyte for an update on
redevelopment in the City.
