Approval of the 2022 Power Source Disclosure ReportCONSENT ITEM E-2 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: JUNE 26, 2023 SUBJECT: APPROVAL OF THE 2022 POWER SOURCE DISCLOSURE REPORT BACKGROUND: Senate Bill 1305 (SB 1305), enacted in 1997, requires retail providers to disclose sources of electric generation by fuel type. Commonly referred to as the Power Source Disclosure Annual Report (PSD), the City submits this initial information by June of each year to the California Energy Commission (CEC). Thereafter the CEC releases the Power Content Label (PCL), a template used by retail providers to provide information to customers about the utility’s mix of electricity with reference to the mix of resources used in the State of California for the reporting year. The 2022 PSD and PCL will report that 40.2% of Azusa Light and Water (ALW) electricity retail sales were derived from eligible renewable energy resources, i.e. 21.8% wind, 18.2% solar, and 0.3% small hydro. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1. Approve the 2022 Power Source Disclosure Report ANALYSIS: Staff has prepared the City’s 2022 Power Source Disclosure Annual Report. This report claims and attests Azusa’s procured 2022 power by fuel type. The CEC regulation was updated with a change that includes a provision that retail providers engage an independent third party to confirm the veracity of the utility’s claims. The regulation includes an exemption from this provision “if the governing board approves at a public meeting an attestation of the veracity of the annual report.” Further, Azusa Light and Water may submit an attestation certifying such accuracy of the retail electricity product claims as reported. FISCAL IMPACT: There is no fiscal impact associated with recommended actions of this consent item.
