SUBJECT: REQUEST TO INCREASE FISCAL YEAR 2022/2023 BLANKET PURCHASE
ORDER FOR INVOICE CLOUD, INC.
BACKGROUND:
In accordance with Sec. 2-518 (a) of the Azusa Municipal Code, purchase orders over $50,000
require Utility Board approval. The Azusa Light & Water Consumer Services Division (ALW) is
requesting authorization to increase the FY 2022/23 blanket purchase order with Invoice Cloud,
Inc. (Invoice Cloud), from $150,000 to $200,000 for the electronic payment processing services
being rendered.
RECOMMENDATION:
Staff recommends that the Utility Board take the following action:
1)Approve an increase to Invoice Cloud’s Blanket Purchase Order 037329 for Fiscal Year
2022/23 to a not-to-exceed amount of $200,000.
ANALYSIS:
ALW utilizes Invoice Cloud for electronic bill presentment, online bill payment service, self-
service kiosk and the telephonic interactive voice response (IVR) phone payment system. There
has been a continued positive increase in customer adoption towards the use of ALW’s self-service
account management tools and electronic payment options. As such, the expense of electronic
payment processing has increased.
Utility Board action is required to amend the blanket purchase order as the request exceeds the
City Manager’s $50,000 approval authority in accordance with the City’s purchasing policy.

FISCAL IMPACT:
This amendment adds $50,000 to the Invoice Cloud blanket purchase order for FY 2022-2023.
There is no net change to the approved budget as a result of the proposed increase, as funds are
available in ALW’s Consumer Services Division Account #31-40-711-903-6493.
