MENDEZ BOARD MEMBER Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Utility Board Meeting on June 26, 2023 Recommendation: 1) Approve Minutes as written. 2. Approve Extension of Tinker, LLC Task Order for Energy Education Program Recommendation: 1) Approve the SCPPA Task Order extension for Energy Education Program by Tinker, LLC at a cost not to exceed $100,000; and 2) Authorize General Manager to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. 3. Approval of Cancellation of August Utility Board Meeting Recommendation: 1) Cancel the Utility Board’s meeting on August 28, 2023. 3 4. Approve the Specifications and Authorize the Solicitation of Bids for the Construction of the Circuit Breaker Replacement Project at the Azusa Substation Recommendation: 1) Approve the plan and specifications for the circuit breakers replacement Project LD2023-3; and 2) Authorize the advertisement and solicitation of bids for the construction of LD2023-3, the Azusa Substation Circuit Breaker Replacement Project. 5. Approval of Purchase of 41’ Digger Derrick – Tracked Backyard for Electrical Recommendation: 1) Waive the competitive purchase requirements pursuant to Section 2-521(a), Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); and 2) Approve the purchase of one (1) new 2025 Gasoline Backyard Digger Derrick; and 3) Authorize the issuance of a Purchase Order to Altech Industries, Inc. in the amount not-to-exceed $ 276,083.64 6. Award Professional Services Agreement with Four Engineering Firms for On-Call Professional Water Engineering Services Recommendation: 1) Approve a Professional Services Agreement and Blanket Purchase Order for on-call professional water engineering services with Lee+Ro Inc. for an annual not-to-exceed amount of $400,000; 2) Approve a Professional Services Agreement and Blanket Purchase Order for on-call professional water engineering services with Stetson Engineers Inc., for an annual not- to-exceed amount of $400,000; 3) Approve a Professional Services Agreement and Blanket Purchase Order for on-call professional water engineering services with Civiltec Engineering Inc., for an annual not-to-exceed amount of $400,000; 4) Approve a Professional Services Agreement and Blanket Purchase Order for on-call professional water engineering services with TKE Engineering Inc., for an annual not-to-exceed amount of $400,000; 5) Authorize the Mayor to execute the four agreements for water engineering services in a form acceptable to the City Attorney. 7. Approve Budget Amendment to Water Division’s Operation and Maintenance Fund to Support Legal Fees Recommendation: 1) Approve a budget amendment to the Water Division’s Operation and Maintenance Fund in the total amount of $250,000 to support legal fees.
