SUBJECT: APPROVAL OF PURCHASE OF 41’ DIGGER DERRICK – TRACKED
BACKYARD FOR ELECTRIC OPERATIONS
BACKGROUND:
The Electric Division maintains and operates approximately 3000 power pole assets in its
electric distribution system. Roughly 25% of the poles are in the customers’ backyards. A
backyard Digger Derrick could get through a 36” side gate where a regular line truck could not
perform pole-related work. Thus, the Backyard Digger Derrick equipment allows field personnel
to perform backyard line work more efficiently and safely. Staff recommends the purchase of a
new Gasoline fueled 41 feet Backyard Digger Derrick for Electric Operations.
The proposed actions waive the competitive purchase requirements pursuant to the Azusa
Municipal Code Section 2-521(a), Article VII, and authorizes a Purchase Order in an amount
not-to-exceed $276,083.64 for a Backyard Digger Derrick
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Waive the competitive purchase requirements pursuant to Section 2-521(a), Article
VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback
Purchasing); and
2) Approve the purchase of one (1) new 2025 Gasoline Backyard Digger Derrick; and
3)Authorize the issuance of a Purchase Order to Altech Industries, Inc. in the amount
not-to-exceed $ 276,083.64

ANALYSIS:
The Electric Division maintains approximately 3000 power poles throughout the system.
Roughly 750 poles are in the customer’s backyard. As infrastructures are aging, more backyard
poles are up for replacement. In past practices, a regular-size line truck could not get to the
backyard, heavy manual labor was the only method deployed. That method is inefficient and
susceptive to inducing human injuries. With the increase of backyard pole replacements, Staff
proposes the purchase of a Backyard Digger Derrick to assist field personnel in performing
backyard line work efficiently and safely. Staff solicited and received a proposal for the new 41
feet Backyard Digger Derrick from Altec Industries, Inc. Staff has reviewed the proposal and
has determined that it has met all the specifications and requirements.
Staff recommends waiving competitive purchasing requirements and utilizing the bid received
pursuant to a nationwide bidding cooperative, i.e. Sourcewell (formerly NJPA), which includes
the Altec Industries, Inc. as an equipment provider.
FISCAL IMPACT:
The fiscal impact of this purchase is $276,083.64. This purchase was included in the Fiscal Year
2023-24 budget, and there are sufficient funds available under Capital Outlay Account No. 33-
40-733-680-7140
