SUBJECT: APPROVE SCPPA TASK ORDER FOR ENERGY EFFICIENCY (EE) AUDIT AND
DIRECT INSTALLATION (DI) FOR RESIDENTIAL AND NON-RESIDENTIAL
PROGRAMS FROM SYNERGY COMPANIES
BACKGROUND:
Synergy Companies (Synergy) provides Energy Efficiency Audits and Direct Installation services for all
customer segments within the Azusa Light & Water (ALW) electric utility service territory.
A lower per-service cost has been negotiated for this program based on the Southern California Public
Power Authority (SCPPA) joint purchasing agreement (JPA) -- making materials for the program more
cost-effective than if it was contracted directly with the vendor. The ability to take advantage of the
quantity discount purchase through the SCPPA JPA is made possible by AMC Section 2-520(b) “Sole
Source Purchase” and “Cooperative and Piggyback Purchasing” since SCPPA has conducted an
acceptable competitive bidding process on behalf of its SCPPA members.
RECOMMENDATION:
Staff recommends the Utility Board take the following actions:
1)Approve the SCPPA Task Order for the Energy Efficiency (EE) Audit and Direct Installation
(DI) for Residential and Non-Residential Programs from Synergy at a total multiyear
contracted amount not to exceed $450,000 through a SCPPA joint purchase agreement
pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback
purchases”; and
2)Authorize the General Manager of Utilities to execute the associated SCPPA Task Order in a
form acceptable to the City Attorney.

ANALYSIS:
Synergy provides on-site Energy Efficiency Audits and Direct Installation services for all customer
segments. ALW plans to utilize Synergy’s services for various customer segments, including residential,
commercial, industrial, and institutional.
The residential, multi-residential, and manufactured home program will consist of on-site assessments and
the development of a database tool containing the ALW customer participation records for program
tracking. Synergy will work with the ALW to administer the program and assist customers who reach out
directly to ALW. During the on-site visit, Synergy will assess the opportunity for the installation of energy
efficiency measures. Based upon the assessment and customer approval, Synergy shall directly install and
distribute energy efficiency measures and products, as pre-determined by ALW within the Program
Pricing Worksheet.
In addition, Synergy will coordinate with Southern California Gas Company to provide low-income
single-family, multifamily, and manufactured-housing residential customers with multi-utility direct
installation weatherization services.
Synergy will implement ALW’s Small Business Audit and Retrofit Program in accordance with guidelines
approved by ALW. The Small Business Audit and Retrofit Program provides efficiency surveys and
upgrades for Commercial/Industrial/Institutional (CII) customers. The Program Administration will
consist of market outreach, efficiency surveys, and facility upgrades. In addition, Synergy will coordinate
with ALW to incorporate the Business Energy Partnership Rebate Program into the program measures in
order to minimize the up-front investment by the customers.
Partial funding for the Synergy Energy Efficiency (EE) Audit and Direct Installation (DI) for Residential
and Non-Residential Programs will come from the offsetting of the other rebate programs with this direct
installation program and the incorporation of rebates otherwise issued for standalone projects.
FISCAL IMPACT:
The total multiyear contracted amount of $450,000 cost for the program has been budgeted under Public
Benefits Fund account number 24-40-739-082-6625.
