The City Council of the City of Azusa met in adjourned regular session with the Azusa Unified School District Board of Trustees at the above time and date in the City Hall Conference Room. Mayor Moses called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES ABSENT : COUNCILMEMBERS: NONE SCHOOL BOARD MEMBERS School Board Members PRESENT: GUTIERREZ, GRAY, EVANS, CUMMINGS ABSENT HARRINGTON ALSO PRESENT City Attorney Thorson, City Administrator Wood, Deputy City Clerk Lara, Superintendent of Schools Beall, Assistant Superintendents Boutwell, Lopes and Kahle. Discussion was held between the two Bodies of mutual items of interest. Meeting was scheduled mostly for inter -action between the City and the Schools. ' Some of the topics covered were the Sierra School property, contributions to -bands by the District, Camp Oak Grove, Truancy Program, Civil Defense Task Force, Senior Citizen Recreation Facility. It was consensus of both Bodies that quarterly meetings Quarterly be set up, alternating, City Hall and School District Meetings Office for meetings. JOINT MEETING WAS ADJOURNED AND CITY COUNCIL RECESSED AT Recessed 7:16 P.M. THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF AZUSA WAS HELD AT THE ABOVE DATE, AT 7:30 P.M. IN THE CIVIC AUDITORIUM. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Larry Payne of the United Invocation Pentecostal Church. The Mayor introduced Mr. Carrillo, from Congressman Matthew Martinez' office. City Administrator introduced new Police Captain Phil Russo to the Council and the audience. ,CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 23 was approved on motion of Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call vote, with the exception of Items 17, 19 and 20, which were considered under the SPECIAL CALL portion of the Agenda. /Ir Resolution B.Hastings sys to City Intro.Mr. Carrillo Intro.Capt.Russo ` 1., The Minutes of the March 5th regular meeting and the Min..Anovd. i March 12th regular adjourned meeting were approved 3/5 & 3/12 Mtgs. as written. 2. The Deputy City Cierk read the affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on March 7, 1984. Testimony was received. Moved by Councilman Latta, seconded by Councilman Cook and unanimously carried by roll call to continue Public Hearing to either meeting of April 2nd or the 16th, in order that Planning Commission consider revisions to the Ordinance. PUBLIC HEARING - to consider uses for 10th year Community Pub.Hrg.re:Uses Levelopment Block Grant Program. for 10th Yr.CDB Funds 03/19/84 Page 4 Out 0 The Mayor declared the Hearing open. The Deputy City Clerk read the affidavit o,f,proof of publication of Notice of said Hearing published in the Azusa Herald on March 14, 1984, and San Gabriel Valley Tribune on March 8, 1984. Testimony was received. Moved by Councilman Cruz, seconded by Councilman Camarena 10th Yr. CDBG and unanimously carried by roll call to close the Hearing. Funds ' Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call to approve recommen- dations of staff with regard to use of 10th year Community Development Block Grant Program funds; authorize staff to publish proposed uses of said funds and further authorizing the submittal of all necessary program documents to the County of Los Angeles. Agenda Item I-3 was not discussed at this time, but was I-3 Deferred deferred to later in the meeting. to end of Mtg. SPECIAL CALL ITEMS Moved by Councilman Latta that City allocate $1000.00 Req.for Funds from 1984-85 budget to Citrus College as donation to Citrus College aid in sending students to Washington, D.C. Motion died for lack of a second. ' Moved by Councilman Cook, seconded by Councilman Cruz and carried by roll call that request from Citrus College for donation to aid in sending students to Washington, D.C., not be granted at this time, and coordinated request be made by Foundation for 1984-85 Budget. Councilman Camarena dissenting. 1 Community Development/Planning Director was commended by Comm. Design Councilman Camarena for his excellent job on the Element of the Design Element of the General Plan and Design Review General Plan Ordinance. Moved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call that Community Design Element of the General Plan and Design Review Ordinance be referred to Planning Commission to hold necessary public hearings and report bank to City Council. Moved by Councilman Camarena, seconded by Councilman Latta City Treas. and unanimously carried by roll call that City Treasurer's Financial State. Financial Statement for month of February, 1984, showing ment a balance of $5,225,584.20, be received and filed. CITY COUNCIL ADJOURNED TO EXECUTIVE SESSION AT 9:12 P.M. CITY COUNCIL RECONVENED AT 9:55 P.M. Moved by Councilman Camarena, seconded by Councilman Cruz Emergency and unanimously carried by roll call to adopt Emergency Services Rpt. Services Procedural Report. It was consensus of Council that a report be made Status of Bldg. regarding the status of Building located at northwest NW Corner Azusa corner of Azusa Avenue and Foothill Boulevard. & Foothill It was consensus of Council that District Map of schedule Tree Trimming for tree trimming in the City be provided for Council perusal, further that staff investigate parkway tree at 231 Fenimore for Possible removal and check on trees, east of Azusa High School for necessary trimming. It was consensus of Council that additional report on Street Sweeper possibility of contracting for street sweeping be investigated as well as contacting the City of Monrovia for possible purchase of their street sweeper with cost analysis on both. At this time the Mayor announced that due to the resigna- Planning Comm. tion of one of the Planning Commissioners, applications Applications would be accepted in the City Administrator's Office until April 9, 1984, with the appointment to be made at the April 16, 1984 Council meeting.
