Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Utility Board Meeting on April 25, 2022 Recommendation: 1) Approve Minutes as written. 2. Approve Budget Amendment to Water Division’s Operation and Maintenance Fund and Amendment of Related Blanket Purchase Orders to Support Operations for the Remainder of FY 2021-2022 Recommendation: 1) Approve a budget amendment to the Water Division’s Operation and Maintenance Fund in the total amount of $350,000 to support operations for the remainder of FY 2021-2022; and 2) Approve an amendment to G.M. Sager Construction Co. Blanket Purchase Order 035181, from $279,000 to $579,000, to support permanent asphalt and concrete restoration through June 30, 2022; and 3) Approve an amendment to Vulcan Materials Blanket Purchase Order 035707, from $74,999 to $100,000, to support the purchase of crusher base, temporary asphalt and backfill materials through June 30, 2022; and 4) Approve an amendment to Univar Solutions USA Inc. Blanket Purchase Order 035704, from $75,000 to $125,000, to support the purchase of treatment chemicals through June 30, 2022; and 5) Approve an amendment to SC Fuels Blanket Purchase Order 035690, from $65,600 to $100,000, to support purchase of fuel for the Water Division Fleet through June 30, 2022. 3. Approval of the Notice of Completion for Capital Improvement Project W-356 for Rehabiliation of North Reservoir Recommendation: 1) Accept the North Reservoir Rehabilitation Project as outlined in W-356 plans and specifications; and 2) Approve the Notice of Completion; and 3) Authorize the Mayor to execute the Notice of Completion on behalf of the City; and 4) Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board Approval, as required by Section 3093 of the California Civil Code. 4. Approval of the Proposal for Water System Supervisory Control and Data Acquisition System (SCADA) Membrane HMI Integration CIP at the Water Treatment Plant Recommendation: 1) Waive the competitive purchase requirements pursuant to Chapter 2, Article VII, Section 2-517(a), of the Azusa Municipal Code (Solicitation and bidding exemptions); and 2) Approve the issuance of a Purchase Order to George E. Booth Company, Inc. in an amount not-to-exceed $262,220 to perform SCADA Water Infrastructure Membrane HMI Integration CIP at the Water Treatment Plant. 3 5. Approve Task Order for Purchase of HVAC Early Replacement and Electrification Evaluation for Azusa Police Department From AESC, Inc. Recommendation: 1) Approve the SCPPA Task Order for the HVAC Early Replacement and Electrification Evaluation for Azusa Police Department from AESC, Inc. at a cost not to exceed $30,140 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”; and 2) Authorize the General Manager of Utilities to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. 6. IBY Property Owner LLC Water Rate Adjustment, Effective June 1, 2022 Recommendation: 1) Adopt Resolution No. 2022-UB-02 adjusting water rates for IBY PROPERTY OWNER LLC, effective June 1, 2022. 7. Approve Extension of HVAC Evaluation and Retrofit Program from Proctor Engineering Group, Limited Recommendation: 1) Approve the SCPPA Task Order for the HVAC Evaluation and Retrofit Program from Proctor Engineering Group, Limited for Single Family, Multi-Family, Commercial and Municipal facilities at an annual cost not to exceed $90,000 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”; and 2) Authorize the General Manager to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. F. STAFF REPORTS/COMMUNICATIONS 1. Fiscal Year 2021-22 Third Quarter Budget Reports for Water and Electric Funds Recommendation: 1) Receive and file Fiscal Year 2021-22 3rd Quarter Budget Reports for Water and Electric funds. 2. Water Conservation Update – 2 Day A Week Watering Effective June 1, 2022 Recommendation: 1) Receive and file Staff’s report setting 2-day watering restrictions effective June 1, 2022 3. Annual SB 1037 Report Recommendation: 1) Receive and file informational report. G. VERBAL COMMUNICATIONS 1. Power Supply Update 2. Water Supply Update H. CLOSED SESSION 1. None 4 I. ADJOURNMENT 1.
