Approval of NOC for CIP W-356_APPROVEDCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: MAY 31, 2022 SUBJECT: APPROVAL OF THE NOTICE OF COMPLETION FOR CAPITAL IMPROVEMENT PROJECT W-356 FOR REHABILITATION OF NORTH RESERVOIR BACKGROUND: On January 25, 2021, the Azusa Utility Board approved a contract with Paso Robles Tank, Inc. to recoat the interior and exterior of the reservoir, reconfiguration of the well supply and system connection piping, replacing the cathodic protection system, removal of the abandoned interior circulation piping, installation of a flush type cleanout manhole, seismic protection improvements, and replacing and rehabilitating reservoir appurtenances; including, stairs, piping, valves, etc. This project has been completed per W-356 plans and specifications. The project was successfully completed under budget and currently serving the needs of the Azusa Light & Water service area. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Accept the North Reservoir Rehabilitation Project as outlined in W-356 plans and specifications; and 2) Approve the Notice of Completion; and 3) Authorize the Mayor to execute the Notice of Completion on behalf of the City; and 4)Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board Approval, as required by Section 3093 of the California Civil Code. E-3Approved Utility Board 05/31/2022 Approve Notice of Completion for W-356 North Reservoir Rehabilitation May 31, 2022 Page 2 ANALYSIS: Azusa Light & Water’s (ALW) Water Treatment Section operates and maintains thirteen reservoirs throughout the distribution system for potable water storage. North Reservoir was constructed in 1976 and is a welded steel tank. ALW Staff determined that North Reservoir needed significant rehabilitation to continue to provide safe and reliable service. In 2019 ALW Water Treatment Staff dewatered, inspected, and cleaned North Reservoir. At the same time, ALW Water Engineering Staff invited multiple engineering consultants to inspect the inside and outside coating and overall condition of the reservoir. Based on the engineering analysis the most significant issues found included the need to replace the interior and exterior coating systems, as well as address maintenance issues related to an obsolete and deteriorating circulation system. A need for safety improvements was also identified, including new stair railings, and a new access hatch into the tank. New seismic inlets and outlets were designed to be installed on the reservoir. ALW staff consulted with Civiltec Engineering, Inc., under an existing Professional Services Agreement, to prepare construction plans and specifications for rehabilitating North Reservoir. The scope of work included of recoating the interior and exterior of the reservoir, the reconfiguration of the well supply and system connection piping, replacing the existing cathodic protection system, removal of abandoned interior circulation piping, installation of a flush type cleanout manhole, replacing and rehabilitating reservoir appurtenances, including piping, valves, flexible connections, tie-ins, removals, abandonments, appurtenances, and all supplies, equipment, coating materials, and transportation necessary to construct and complete the project entitled: North Reservoir Rehabilitation Project No. W-356. All items addressed in this project will mitigate the potential risk of failure and are projected to increase the life expectancy of the reservoir by an additional twenty-five (25) years. On October 19, 2020, the Azusa Utility Board authorized advertisement and solicitation of bids for Project W-356 North Reservoir Rehabilitation. Notices were placed on the City of Azusa website and were published in the San Gabriel Valley Tribune on October 23, 2020 and October 29, 2020. Staff received responses from thirty-four potentially interested parties, which included contractors, subcontractors, suppliers, and plan holder agencies. A mandatory pre-bid meeting was held via teleconference on November 17, 2020, with fifteen contractors in attendance. Two (2) parties submitted bids by the required deadline on December 1, 2020. On December 1, 2020, at the Azusa City Clerk’s office, bids were publicly opened outside and shown via live stream Zoom teleconference due to the Covid-19 pandemic. At the January 25, 2021 Utility Board, the contract was awarded to Paso Robles Tank, Inc. for a bid amount of $1,621,829. The Purchase Order was issued April 28, 2021. Submittals for the project, procurement of materials, kick off meeting took place May 11, 2021. Due to the pandemic there were long lead times for materials and staffing constraints. Staff issued the Notice to Proceed on August 10, 2021 with an effective start date of August 23 2021. The reservoir was removed from service and drained August 18, 2021. The first construction progress meeting was held on September 1, 2021. The contract time of completion was 180 calendar days, to be completed by December 21, 2021. Justifiable delays due to unfavorable weather, holidays, and change order work extended the project completion by approximately 45 calendar days. The actual completion date was extended due to unforeseen surface preparation requirements, and material delivery delays due to Covid impact on material manufacturing and supply chain interruptions. The rehabilitation work was completed and the reservoir access hatches were bolted closed on March 23, 2022. Water quality samples were taken March 31, 2022 after a seven day soak per AWWA testing requirements. Laboratory analysis results received on April 11, 2022 confirmed an absent presence for coliform bacteria and successful water quality results. The reservoir was returned to service on April 12, 2022, approximately 230 days after the reservoir was removed from service. This project was completed within budget and successfully with the aid of all the Water Treatment Plant operators and ALW Water Engineering Staff. The entire project was completed and approved by ALW on April 18, 2022. FISCAL IMPACT: The Water Project W-356 North Reservoir Rehabilitation was budgeted in the Water Division’s Capital Improvement Program, Account No. 32-80-000-721-7130/72119B-7130. The total budgeted for the construction of W-356 to Paso Robles Tank Inc was $1,621,829.00. The total cost was $1,603,827.31 for a savings under budget $18,001.69.
