Approval of WTP SCADA Upgrade_APPROVEDCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: MAY 31, 2022 SUBJECT: APPROVAL OF THE PROPOSAL FOR WATER SYSTEM SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM (SCADA) MEMBRANE HMI INTEGRATION CIP AT THE WATER TREATMENT PLANT BACKGROUND: The Water Treatment Section manages and operates the water system through a Supervisory Control and Data Acquisition System (SCADA) over fifty active water facilities and the Water Treatment Plant. The radio communication is through thirty-one remote terminal units located within Azusa Light & Water’s service area. This project will replace an aging and outdated Wonderware HMI Software system at the Membrane Plant and integrate to the ALW water system that is using Iconics HMI Software system. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Waive the competitive purchase requirements pursuant to Chapter 2, Article VII, Section 2- 517(a), of the Azusa Municipal Code (Solicitation and bidding exemptions); and 2)Approve the issuance of a Purchase Order to George E. Booth Company, Inc. in an amount not-to-exceed $262,220 to perform SCADA Water Infrastructure Membrane HMI Integration CIP at the Water Treatment Plant. ANALYSIS: The Water Division has a capital improvement program in place to replace aging infrastructure and to enhance and maintain water quality standards. Azusa Light & Water’s (ALW) Water Treatment Section operates and maintains thirteen reservoirs, sixteen pressure regulating stations, nine booster stations, eleven active wells and a surface water treatment plant. There is a need for reliable, sustainable SCADA infrastructure to operate and control the water system facilities. This project will replace the existing aging and obsolete SCADA equipment at the Membrane Facility and integrate it to the rest of the Water SCADA equipment. The system is used to Supervise, Control, and acquire data pertaining to various aspects of the water system including zone pressure, upstream, downstream pressure, storage levels, E-4Approved Utility Board 05/31/2022 Approve Water SCADA Membrane HMI Integration CIP May 31, 2022 Page 2 water quality, the quantity of water measured in flows, the status of the equipment in real time and historical data used for reporting to all the regulatory agencies. The Canyon Filtration Plant was originally built in 1963 and was rated at 5-million gallon per day (MGD). In 1980, there were upgrades to the plant adding the two sedimentation basins increasing the plant’s capacity to 7.5 MGD. In 1988, additional plant upgrades increased the plant’s efficiency. In 1996 and 2007 upgrades to the Plant occurred to comply with the Surface Water Treatment Rule. Currently ALW Hsu Water Canyon Filtration Plant is a 12 MGD surface water treatment facility that utilizes a pretreatment process and pressure membrane filtration. Three hundred sixty five days a year the Treatment Plant Operators are required to report every detail of the Membrane Facility to the State, per the State Water Permit, to stay in compliance. There are currently six membrane units and each unit contains 132 modules. Each module is approximately 72 inches by 5 inches in diameter. When the Water Treatment Plant was built in 2006 in order to save costs and to reduce change orders during construction Wonderware software was utilized for the Membrane Facility at the Treatment Plant. This system cannot communicate with nor was it integrated to the rest of the Water system which utilizes Iconics software. Recently the Membrane computers crashed and it made reporting inefficient requiring time to go back and try to retrieve the data. Fortunately, the part of the computer to retrieve the data did not crash but, if it did, ALW would not have been able to report the Membrane Facility and ALW would have not been in compliance with the State. The existing CPU tower and operating system is Windows XP, which is not upgradable and has no vendor support; leading to security concerns as well. The scope of work includes new equipment, computers, software, graphics, an updated operating system, HMI integration, 64-bit software, designing and building new graphics screens used for controlling and monitoring the SCADA system, installing the equipment, testing the functionality, communications and connections and procuring the required licenses. Staff has worked with George E. Booth Company Inc. on SCADA upgrades and integrations in the past. The company understands ALW’s current SCADA system and radio network, as well as the overall water system operations. George E. Booth Company Inc. performs SCADA work for California American Water and the City of Glendora as well. FISCAL IMPACT: The Water Project is budgeted in the Water Division’s Capital Improvement Program, Account No. 32- 80-000-721-7130/72121E-7130. The fiscal impact of the SCADA Membrane HMI Integration at the Water Treatment Plant is $262,220.00. This item will be funded from the Water Capital Improvement Program budget.
