Approval of AESC PD HVAC Project_APPROVEDCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: MAY 31, 2022 SUBJECT: APPROVE TASK ORDER FOR PURCHASE OF HVAC EARLY REPLACEMENT AND ELECTRIFICATION EVALUATION FOR AZUSA POLICE DEPARTMENT FROM AESC, INC. BACKGROUND: Alternative Energy Systems Consulting, Inc. (AESC) provides energy engineering, consulting, and program implementation services to utilities and their customers. AESC has had service agreements with Southern California Public Power Authority for the last decade. AESC will provide an engineering evaluation of the Azusa Police Department HVAC system. Azusa Light & Water (ALW) is requesting AESC evaluate the current system and provide options to make the system more reliable and efficient. Also, as part of the evaluation, ALW is requesting AESC to explore the removal of the boiler system and the electrification of the heating system through either heat pump water heating or heat pump space conditioners. RECOMMENDATION: Staff recommends the Utility Board approve the following actions: 1) Approve the SCPPA Task Order for the HVAC Early Replacement and Electrification Evaluation for Azusa Police Department from AESC, Inc. at a cost not to exceed $30,140 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”; and 2)Authorize the General Manager of Utilities to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. ANALYSIS: E-5Approved Utility Board 05/31/2022 HVAC Early Replacement and Electrification Evaluation for Azusa Police Department May 31, 2022 Page 2 The Azusa Police Department facility, located at 725 N. Alameda Avenue, is a 28,500 square-foot single-story structure, with a 5,800 square-foot basement. The current HVAC system underwent its last major update in 1996 and has reached the end of its useful life. The current HVAC system contains a variety of equipment that is operating sub-optimally. In addition, since 1996, there have been many industry advancements and current building standards are focusing more on electrification in order to reduce carbon footprints of buildings. AESC proposes to perform an evaluation of the south wing of the Azusa Police Department HVAC system, which will include the following steps: • Analyze existing building and mechanical drawings and assess all prior engineering evaluations. • Consider necessary retrofits required to bring the existing system back into compliance with Energy Code. • Conduct 1-2 site visits for additional observations and possible monitoring of existing equipment/systems. • Research and evaluate proposed system recommendations. • Perform outreach and solicit feedback from potential contractors for equipment information and costing of proposed system recommendations. • Model and analyze energy usage of existing configuration and proposed recommendations. • Develop evaluation report summarizing findings and recommendations with associated costs, energy savings implications, and proposed equipment specifications. AESC will provide recommendations to upgrade and replace the HVAC system to current engineering design standards and best practices and electrification of the heating system. Based upon this report, ALW will determine the most cost effective and effective means of implementing the recommended design and electrification measures. FISCAL IMPACT: The cost of $30,140 for the evaluation has been budgeted under Public Benefit Fund account number 24-40-739-082-6625.
