HomeMy WebLinkAboutE-2.1 City of Azusa Update Wildfire Mitigation PlanCONSENT ITEM E-2 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: JUNE 27, 2022 SUBJECT: APPROVAL OF THE CITY OF AZUSA UPDATE TO THE WILDFIRE MITIGATION PLAN DATED JUNE 15, 2020 BACKGROUND: California Public Utilities Commission passed SB 901 legislation to ensure that all electric utilities in California adopt a Wildfire Mitigation Plan (“WMP”) to mitigate potential wildfires caused by electric facilities in the fire threat areas. In addition, SB 901 requires that Azusa Light & Water (“ALW”) prepare a WMP update and submit the plan by July 1 of each year to the California Wildfire Safety Advisory Board (“WSAB”). On June 15, 2020, during its regular scheduled meeting, the City Council approved City of Azusa’s WMP (Scheduled Item C-1.1). Subsequently, ALW submitted its WMP to the WSAB. On June 28, 2021, during its regular scheduled meeting, the City Council adopted the WMP update (Scheduled Item D-1) for year 2021. Staff has prepared the attached WMP update. The proposed action would adopt the 2022 wildfire mitigation plan update. RECOMMENDATION: Staff recommends the City Council take the following action: 1) Approve the City of Azusa Wildfire Mitigation Plan Update dated June 15, 2022. ANALYSIS: California Public Utilities Code Section 8387 requires utilities to update their WMP on an annual basis and prepare a comprehensive plan every three years, which shall be reviewed by an independent evaluator. On June 28, 2021, The City of Azusa City Council adopted the 2021 update of the WMP. Subsequently, staff submitted the adopted the 2021 WMP update to the WSAB. On February 23, 2022, after reviewing the updated WMPs from statewide Publicly Owned Utilities (POUs), the WSAB provided a Guidance Advisory Opinion to POUs so that improvements can be made on their respective WMPs. Following the recommendations by WSAB, in its Guidance Advisory Opinion Appendix 2, Staff updated the 2022 WMP. Approved Utility Board 06/27/2022 Approve the City of Azusa 2022 Wildfire Mitigation Plan Update June 27 2022 Page 2 FISCAL IMPACT: There is no fiscal impact associated with the adoption of the City of Azusa 2022 Wildfire Mitigation Plan Update. All recommended actions for implementation were included in the 2021-22 Electric Fund operations budget.
