Approve Purchase of Circuit Breakers and Issue PO to Western Utility SolutionsCONSENT CALENDAR E-2 TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER DATE: JULY 25, 2022 SUBJECT: APPROVE THE PURCHASE OF CIRCUIT BREAKERS AT KIRKWALL SUBSTATION AND ISSUE PURCHASE ORDER TO WESTERN UTILITY SOLUTIONS, INC. IN THE AMOUNT NOT TO EXCEED $61,022 BACKGROUND: The Kirkwall Substation was built and commissioned in 2004 to serve electric power to approximately one third of customers in the City of Azusa. At the Kirkwall Substation, there are six feeder circuit breakers and two main bus circuit breakers. These circuit breakers are eighteen years old, and their replacements are not readily available. To maintain system reliability, and avoid extended power outages in the event that one of the circuit breakers should fail, Staff recommends purchasing one spare feeder circuit breaker and one spare main bus circuit breaker. Staff solicited and received sole source price quote for one feeder circuit breaker and one main bus circuit breaker from Western Utility Solutions, Inc. The proposed actions waive the competitive purchase requirements pursuant to the Azusa Municipal Code Section 2-517(a)(34), Article VII, and authorizes a Purchase Order in an amount not-to-exceed $61,022 for a feeder circuit breaker, and a main bus circuit breaker. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1) Waive the competitive purchase requirements pursuant to Section 2-517(a)(34), Article VII, Chapter 2 of the Azusa Municipal Code (Substation Supervisory Equipment); and 2) Approve the purchase of one (1) new feeder circuit breaker rated at 25KA-1200A, and one (1) main bus circuit breaker rated at 25KA-2000A; and 3) Authorize the issuance of a Purchase Order to Western Utility Solutions, Inc. in the amount not to exceed $61,022. Approved Utility Board 07/25/2022 Approve Purchase of Circuit Breakers for Kirkwall Substation and Issue Purchase Order July 25, 2022 Page 2 ANALYSIS: Circuits breakers in the substation are equipment that will trip/interrupt the flow of electricity when short circuits or abnormalities are detected on that feeder to protect lives and equipment. Thus, circuit breakers play a very important role in the protective scheme of an electric system. At the Kirkwall substation, there are six feeder circuit breakers and two main bus circuit breakers. Although they are routinely maintained and in good operational condition, these circuit breakers are 18 years old. They have passed half of their life expectancies. If any of these circuit breakers become defective, there will be no protection on that feeder. The unique design at the Kirkwall Substation allows each of these circuit breakers to be racked out for maintenance or for replacement. The spare circuit breaker can be racked in the place of the defective one in the matter of minutes, analogous to a spare tire of a vehicle, which would avoid extended down time of repairing the defective unit. Therefore, Staff wishes to purchase the spare circuits breakers now versus waiting for them to fail at an unexpected time. Pursuant to Municipal Code Section 2-517, circuit breakers are exempt from competitive bidding processes in purchasing. Staff has solicited and received a sole source price proposal for the circuit breakers from Western Utility Solutions, Inc. in the amount of $61,022. Staff has reviewed and determined that the proposal submitted by Western Utility Solutions Inc. has met all specifications and requirements for the circuit breakers at the Kirkwall Substation FISCAL IMPACT: Funding for this project is budgeted for under the Light & Water Capital Improvement Budget Account No. 33-80-000-730-7140. Depending on the information, the MOC/Auxiliary possibly will need to be relocated. Please provide this information, and if needed I’ll revise the quote and add the kits to perform the relocation.
