The City Council of the City of Azusa met in ' regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. dwlcS Call to Order Invocation was given by Pastor Raul Castro of the Invocation Ebenezer Spanish Assembly of God Church. RESOLUTION NO. 7467 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING AND DIRECTING THE CITY ADMINISTRATOR OF THE CITY OF AZUSA TO EXECUTE TRAINING AGREEMENTS BETWEEN THE CITY OF AZUSA AND THE STATE OF CALIFORNIA DEPARTMENT OF CALIFORNIA HIGHWAY PATROL FOR THE FISCAL YEAR 1984-85. Plans and specifications for Project 661, Plans & Specs construction and modification of storage shed Proj. #661 at City Yard were approved. City Clerk was directed to advertise for bids. 18. Appointment of George Lin to position of Civil Appt. Civil Engr. Engineering Assistant, effective April 17, 1984 Asst.Geo.Lin was approved contingent upon successful comple- tion of physical examination. 19. Request to place stop signs westbound on 10th Street at the intersection of Old Mill Road and at Palm Drive southbound at 10th Street was approved. 20. City's Workers Compensation, excess coverage and renewal of Municipal liability coverage for 1984-85 was awarded to Cal-Surance Group. The City Administrator was authorized to execute the documents and Finance Director was directed to prepare appropriate demands for payment. 04/16/84 (2) Stop Signs at 10th St.,Old Mill Rd. & Palm Dr. City's Workers Comp. 1984-85 Cal-Surance Group 1 YT, CC 1745 ai9 21. The City Treasurer's Financial Statement for City Treasurer's the period ending March 31, 1984, showing a Financial State - balance of $5,428,687.76, was received and ment filed. 22. RESOLUTION NO. 7468 Res. #7468 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Reconvened ORDINANCES/SPECIAL RESOLUTIONS Councilman Latta offered a resolution entitled: Res. #7469 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF Certifying Neg. AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR ZONING Dec-Amend.141 CODE AMENDMENT NO. 141, MECHANICAL AND ELECTRONIC GAMES. Moved by Councilman Latta, seconded by Councilman Cook to waive further reading and adopt. Ordinance, it was moved by Councilman Cook, seconded Amendments by Mayor Moses to approve proposed Amendments. Motion carried by the following vote of the Council: AYES: COUNCILMEMBERS: COOK, LATTA, MOSES NOES: COUNCILMEMBERS: CRUZ, CAMARENA ABSENT: COUNCILMEMBERS: NONE City Attorney apprised Council of Amendments to the Urgency Ordinance as follows: Section 8.60.120 (B) to read as follows: "All windows and glass doors which provide a view of the premises shall remain unobstructed at all times. All entrances and interior areas shall be adequately lighted, and the lighting plan shall be approved as part of the permit." Section 8.60.120 (C) to read as follows: "Each premises having four (4) or more mechanical or electronic games shall provide a minimum of two toilets and lavatory facilities accessible to customers, employees and business invitees." Section 8.60.120 (F) is to be deleted in its entirety. Addition of: "Section 4. Section 19.26.060(2) (III) is hereby added to the Azusa Municipal Code to read as follows: "(III). Premises with one (1) or more mechanical or electronic games serving alcoholic beverages for consumption on the premises. 04/16/84 (3) " n� 4 CC 1745 r Councilman Cook offered the Urgency Ordinance entitled: AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ADDING CHAPTER 8.60 AND SECTION 19.26.060(2)(III), AND AMENDING SECTIONS 19.04.031 AND 19.26.060(2)(II) AND ADDING SECTION 19.40.052 TO THE AZUSA MUNICIPAL CODE RELATING TO MECHANICAL OR ELECTRONIC GAMES. ' Moved by Councilman Cook seconded by Councilman Latta and unanimously carried by roll call to waive further reading. Moved by Councilman Camarena, seconded by Councilman Cruz and unanimously carried by roll call to close the Hearing. Proposed resolution ordering the annexation was Res. Deferred deferred to the end of the meeting, in order for to End of Mtg. ' Community Development/Planning Director to ascertain percentages of protests filed with regard to said annexation. Moved by Councilman Camarena, seconded by Mayor Moses and unanimously carried by roll call to deny claim ' against the City by Wilbur Porter for alleged traffic collision due to malfunctioning traffic signal at Arrow Hwy. and Lark Ellen, as collision occurred in unincorporated area and City does not own, control or maintain the signal in question. It was consensus of Council that Chief of Police and Solicitation Hrs. Code Enforcement Officer ensure that solicitation to be Enforced hours be enforced. It was consensus of Council that Staff investigate Ltr. to State the northern part of Highway 39, regarding unsafe re: Hwy. 39 lane markings, no reflectors, etc., and advise the State of needed corrections and beautification, at their cost. It was, also, consensus of Council that staff communicate with Supervisor Pete Schabarum request- ing that Citrus Avenue be extended to Sierra Madre.
