BOARD MEMBER Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. PUBLIC PARTICIPATION 1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time. B. CLOSED SESSION 1. None. C. GENERAL MANAGER COMMENTS 1. Palo Verde Nuclear Generating Plant Refueling Update D. UTILITY BOARD MEMBER COMMENTS E. SCHEDULED ITEMS 1. None. F. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Approval of Cancellation of August Utility Board Meeting. Recommendations: 1) Cancel the Utility Board’s Regular Meeting of August 25, 2025. 2. Approval of the 2024 Power Source Disclosure Report. Recommendations: 1) Approve the 2024 Power Source Disclosure Report and subsequent 2024 Power Content Label. 3. Award Professional Service Agreement Contract to Monroe Infrared for Inspection of 1607 Power Poles to Comply with California Public Utility Commission’s General Order 165. Recommendations: 1) Waive the competitive purchase requirements pursuant to Section 2-520 (b), Article VII, Chapter 2 of the Azusa Municipal Code (Sole source Purchasing); and 2) Approve the award of Professional Service Agreement contract for poles and substations thermal inspections to Monroe Infrared in the amount not-to-exceed $105,244.90; and 3) Authorize the issuance of a Purchase Order to Monroe Infrared in the amount not-to-exceed $105,244.90; and 4) Authorize the Mayor to execute the Professional Service Agreement Contract in a form acceptable to the City Attorney. 3 G. STAFF REPORTS/COMMUNICATIONS 1. Semi-annual Report on Azusa Light & Water’s Energy Portfolio. Recommendation: Receive and file the Semi-Annual Report on Azusa Light and Water’s Energy Portfolio. H.
