HomeMy WebLinkAboutE.12 - Staff Report - Purchase of 72-Unit Trailer PackageCONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROCKY WENRICK, CHIEF OF POLICE DATE: JULY 21, 2025 SUBJECT: PURCHASE OF MVB3X 72-UNIT TRAILER PACKAGE (SYSTEM #AST3X-72/72- 400206-40) FROM ADVANCED SECURITY TECHNOLOGIES, LLC BACKGROUND: The Police Department is requesting approval to purchase a Modular Vehicle Barrier system to enhance public safety at city events and critical incidents. In recent years, cities worldwide have faced the threat of vehicles being used as weapons against crowds, underscoring the need for effective perimeter security at public gatherings. In response, the Department researched available mobile barrier solutions and identified the MVB3X 72-Unit Trailer Package as the optimal choice. The MVB3X system is a modular, lightweight vehicle barrier solution that can be rapidly deployed to protect streets, special events, parades, and other venues from unauthorized or hostile vehicle entry. Funding for this purchase was approved in the FY 2025/26 budget, and the acquisition will bolster the City’s proactive measures to safeguard the community. The vendor, Advanced Security Technologies LLC (AST) – the exclusive U.S. distributor of the MVB3X system– has provided a quote of $205,241.40 for the complete 72-unit package, which includes all equipment, delivery, and on-site training. RECOMMENDATIONS: It is recommended that the City Council take the following actions: 1)Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2- 520(b), which provides an exception for sole source purchases. (AST is the sole source vendor for the MVB3X barrier system, a unique safety technology not available from any other provider.); and 2)Approve the purchase of one (1) MVB3X 72-Unit Trailer Package (System #AST3X-72/72- 400206-40) from Advanced Security Technologies LLC in the amount of $205,241.40, as budgeted in FY 2025/26. This approval includes authorization for the City Manager to execute any documents necessary to effectuate the purchase. Approved City Council July 21, 2025 Purchase of MVB3X 72-Unit Trailer Package July 21, 2025 Page 2 ANALYSIS: The MVB3X Modular Vehicle Barrier System is a portable, rapidly deployable barrier network designed to stop or redirect hostile vehicles and protect pedestrians. This system has been extensively tested and certified to the highest industry standards – it is U.S. Department of Homeland Security SAFETY Act Designated and crash-rated under ASTM F2656-15 (U.S. standard) test protocols. In practical terms, the MVB3X barrier array is rated to withstand and halt a 16,500-pound vehicle (7.5-ton truck) traveling at 30 mph, a level of performance that meets or exceeds federal anti-ram requirements The SAFETY Act designation indicates the system has been vetted as an effective anti -terrorism technology by DHS, providing confidence in its capability as well as certain liability protections for the City when deployed in public safety missions Each MVB3X barrier unit weighs only ~53 pounds and is engineered for mobility and quick deployment. A single officer can manually carry and position the units; no heavy machinery or tools are required for assembly. The barrier sections connect together easily with a pin-and-clip system, allowing one person to close an entire roadway in a matter of seconds. Because the design is modular, the units link to cover any street or access point, adapting to various road widths and configurations. The full 72-unit system can secure up to 10 traffic lanes of road coverage when deployed at once. When not in use, the units fold compactly for storage. No routine maintenance is required for the barrier components (they are corrosion-resistant and have no moving parts that need servicing). This makes the system highly reliable and cost-effective over its service life. AST will provide on-site training to Azusa PD personnel (at no extra cost) on the proper deployment, use, and repacking of the system. This training ensures that our staff can efficiently utilize the barriers during emergencies or events from day one. The 72-Unit Trailer Package includes a custom-designed enclosed trailer that stores and transports all barrier components securely. The heavy-duty trailer is purpose-built for this system: it features tandem axles with a 14,000-pound hauling capacity, electric brakes, and full DOT compliance for safe highway towing. Despite its capacity, the trailer is compact – it is under 16 feet in length and approximately 101.5 inches wide, which improves maneuverability in city environments. The trailer has six (6) lockable access doors on each side, providing organized compartments for loading and unloading the barrier units. Each MVB3X unit has a dedicated slot inside the trailer and is secured with a secondary retention mechanism during transport to prevent shifting. The MVB3X system incorporates several safety features and advantages that make it especially suitable for crowd-heavy events in urban settings. All barrier modules are finished in high-visibility Safety Yellow coloring to serve as a clear visual deterrent to drivers and to alert pedestrians to the barricaded area. The bottom edges of each barrier unit are shielded by aluminum toe -plate covers, which eliminate any sharp edges or tripping hazards for pedestrians and event participants moving near the barrier line. The barrier design is an “open framework” style – there are no large solid panels – which maintains sight lines for officers and avoids providing concealment for potential threats (an added tactical benefit). Despite being lightweight and portable, the structural engineering of the MVB3X causes an impacting vehicle’s kinetic energy to be transferred downward into the ground, bringing the vehicle to a rapid stop with minimal rebound. By deploying the MVB3X, the Police Department can significantly improve event security and traffic control flexibility while also reducing labor and response time. Purchase of MVB3X 72-Unit Trailer Package July 21, 2025 Page 3 Procurement and Sole Source Justification: Advanced Security Technologies LLC (AST) of Irvine, CA is the sole authorized provider of the MVB3X barrier system in the United States. No other company manufactures or sells an equivalent product with the same certified capabilities. Under Azusa Municipal Code §2-520(b), sole source purchases are exempt from competitive bidding when a commodity is unique, available from only one vendor, and possesses singular characteristics or performance capabilities not obtainable from other sources. Delivery of the unit is expected within the fiscal year, and upon arrival the system will be put into service to immediately enhance our capability to protect city events. FISCAL IMPACT: The total cost for the 72-Unit Trailer Barrier System is $205,241.40. Sufficient funds for this purchase are included in the adopted FY 2025/26 Police Department budget. Specifically, $206,175 is available in the Police Department’s capital outlay/equipment account #68-00-000-000-7140. Must be US Department of Homeland Security Safety Act Designated. 2. Barrier System must be certified to ASTM-F2656-15, PAS 68 and IWA standards. 3. Barrier System must be modular and adaptable to any road width. 4. Multiple traffic lanes of continuous coverage must be able to be assembled without the use of cables or ball/hitch connections. Cables shall not be used in the modular vehicle barrier system. 5. Three points of connection via metal structure and pins are REQUIRED to connect the barriers to each other to ensure continuity in the barrier integrity and stopping capability. 6. The Barriers MUST be Safety Yellow in color for maximum visibility 7. A continuous section of barriers can create an operational gate to meet any road width, which shall be assembled and moved in one continuous line. 8. Barriers cannot inhibit visibility of personnel to see adults and children who may be on either side of the barriers, therefore no barrier component may be 4 square ft. 16. Each unit dimensions: L~46.5”, W~21”, H~32”. 4. Tools shall not be required. System is to be assembled with pins. 5. Barriers must have the ability to be folded for transportation. 6. MVB3X units must have the option to pivot and transition into an operational gate. 7. MVB3X units must have the option of slide wheels for lateral movement. 8. Barriers must be capable of quick deployment (less than a minute to deploy a single unit). 9. Barriers must be able to be deployed by one person. 10. Bottom edges of the barriers must be protected by aluminum covers (for pedestrian safety). 11.
