CITY OF AZUSA MINUTES OF THE CITY COUNCIL REGULAR MEETING JUNE 4, 1984 - 7:30 P.M. the City of Azusa met in regular time and date in the Civic Auditor - Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Monsignor Robert Stein of the St. Frances of Rome Church. Municipal Code establishing a Design Review Committee. AMC -Design Review Comm. The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication, of notice of said Hearing, published in the Azusa Herald on May 23, 1984. Testimony was solicited, but none received. Moved by Councilman Camarena, seconded by Councilman Cruz and unanimously carried by roll call to close the Hearing. Moved by Councilman Latta, seconded by Councilman Cruz and unanimously carried by roll call to approve proposed amendment establishing a Design Review Committee; approve the Negative Declaration and set a filing fee of $25.00 for design review submittals and direct the City Attorney to prepare the necessary documents. PUBLIC HEARING - on zone classification upon annexation, Pub.Hrg.Zone Zone Change Case No. Z-230, Easterly Annexation District Classification No. 87, Manresa Retreat. upon Annex. Z-230 The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said Hearing published in the Azusa Herald on May 23, 1984 as well as affidavit of proof of posting said property on May 25, 1984. CONTINUED ITEM - bid opening for the construction and Cont.Item Bid modification of storage shed at City yard, Project No. award Proj.661 661. Four bids were received and opened in the City DLT Const. Clerk's office on May 15, 1984. Quotations are on Low Bidder file in the City Clerk's Office. to the City Administrator for a detailed list of specific functions the Golden Days Committee is refer- ring to. 06/04/84 Page 5 Moved by Councilman Cook, seconded by Councilman Latta and unanimously carried by roll call to award the contract to DLT Construction, Inc., in the amount of $11,675.00; waive the irregularity of no bid bond; authorize the Mayor and City Clerk to execute the contract and direct the City Clerk to return unsuccess- ful bidders' guarantees. Moved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call to continue proposed 'amendment to agreement with Online Computer Library Center to meeting of June 18, 1984, to afford City Attorney and newly appointed City Librarian an opportunity to review said agreement prior to approval. Bid opening for one new street sweeper, model 2TE3, 4 wheel dual controls, dual gutter brooms, 3 cubic yard capacity. Two bids were received and opened in the City Clerk's Office on May 29, 1984, said quotations are on file in that office. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to award the contract to Nixon -Egli Equipment Company, low bidder, in the amount of $80,306.32 and authorize the Mayor and City Clerk to execute the contract. Proposition A funding was deferred for more detailed Prop A funds information. Forms will be available at City Hall for weatherization Home Improvement and home improvement for those Azusa residents who meet Programs the criteria as set forth by the East San Gabriel Valley Consortium. Forms will also be available at the City Hall for the Summer Youth summer youth employment program as administered by the employment Azusa Unified School District. Moved by Councilman Camarena, seconded by Councilman Cook Employee Picnic and unanimously carried by roll call to implement an employee picnic to be held at Slauson Park to show appreciation to city employees for their dedication and hard work. Moved by Councilman Camarena, seconded by Mayor Moses Walk-on Items and carried by roll call that present Policy regarding for Agendas walk-on items be amended to read: "Walk-on items are, generally, not permitted for staff, but can be permitted if it is an urgency matter "; further, amending that same section with regard to the City Council, to state, in essence, that it is preferred that Councilmembers place their -items on the Agenda, however, that it is not mandatory to do so. Councilman Cook dissenting. Moved by Councilman Latta, seconded by Councilman Camarena Study re: and unanimously carried by roll call that staff prepare Mini -parks a report disclosing, feasibility, costs, locations, etc., for implementation of mini -parks throughout the city. Moved by Councilman Latta, seconded by Councilman Cook and unanimously carried by roll call that Utility Director prepare a report on the costs for converting existing power lines on major arteries of the City to underground service, investigating possible grants for this conversion as well as proposed target date that conversion could be effected. It was consensus of Council that Roy Prittie be permitted to speak regarding alternate methods of generating energy. Moved by Mayor Moses, seconded by Councilman Cruz and Appts. to Comm. unanimously carried by roll call to approve the following appointments: Tony Ramirez and Patricia Sperl to the Cultural and Historical Landmark Commission. Louese G. Davies and Ivan Berndt to the Library Commission. David Santellan to the Parks and Recreation Commission. Moved by Mayor Moses, seconded by Councilman Camarena and carried by roll call to appoint Herbert Fisher to the Planning Commission. Councilman Cook dissenting. Discussion was held regarding the downtown renovation plans and an update was given by Consultant Werner. Staff was directed to investigate railroad crossings within the City in need of repair and to contact the Railroad company and request that the deficiencies be corrected. Emphasis, again, was stressed regarding Councilmembers ' interfering with staff members. The Mayor emphasized the need for Councilmembers to adhere to Municipal Code Section 2.08.070 re: inter- fering with Staff members. Jack and Ray Corcoran of Happy Jack's Fish Farm in order to reach an amenable decision with regard to water problems that Happy Jack's Fish Farm is experiencing. Moved by Councilman Latta, seconded by Councilman Cook and unanimously carried to adjourn.
