CITY OF AZUSA
MINUTES OF THE REGULAR MEETING
OF THE AZUSA UTILITY BOARD
MONDAY, SEPTEMBER 26, 2022– 6:30 P.M.

The Utility Board/City Council of the City of Azusa met in regular session, at the above date and time, in the Azusa Light
& Water 1st Floor Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Chairperson Andrew N. Mendez called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by Secretary Cornejo.

Pledge to the flag was led by Captain Landeros with the Police Department.

B. GENERAL MANAGER COMMENTS
General Manager Singh commented on the heat wave with forced outages, crews did an amazing job keeping up with
restoring service. Rotating outages were considered by the State and averted by sending out a CAL OES alert which dropped
the state load by 5%. Staff remain ready should that happen in the future. There was an outage on September 12th due to a
traffic accident involving a power pole. Restoration happened same day.
Mr. Singh answered Board questions pertaining to the process of procuring power from grid and solar services and how it
pertains to usage demands and the amount of power load on the grid during the periods of high usage.
Mr. Singh responded to Board Member Gonzales explaining the future demands of power from electric power stations for
vehicles will likely put a strain on power supplies particularly as the State requirements are implemented.
Chair Mendez requested future social media posts be clearer about who is ordering rotating power outages because a social
media post made it sound like Azusa Light & Water was making the determination for the rotating power outages.
Mr. Singh extended an invitation to the Board to receive a tour of both the substation and water treatment plant.
C. UTILITY BOARD MEMBER COMMENTS
Board Member Alvarez commented he received a turf removal rebate inquiry and questioned why rebates are not allowed
for artificial turf. Environmental Programs Manager Paul Reid explained Azusa Light & Water mirrors the program offered
by Metropolitan Water District. There are many programs offered for different customers, artificial turf is not one, in part
because there is still water usage required for artificial turf. In addition, the temperature difference between landscaped turf
and plastic turf is approximately 15 degrees less. Pavement is also higher in temperature, and artificial turf is plastic.

E. CONSENT CALENDAR
1. Minutes of the Utility Board Meeting on June 27, 2022 was approved.
2. Minutes of the Utility Board Meeting on July 25, 2022 was approved.
3. Award Professional Maintenance Service Agreement to General Pump to repair Rockvale Booster Pump No. 2 in
an amount not-to-exceed $35,000 was approved.
4. Contract with Eco Tech Services, Inc. to provide irrigation efficiency retrofits to Azusa Light & Water customers
in an amount not-to-exceed $100,000 pursuant to AMC Sections 2-520(b) "sole source" and 2-521 (a) "cooperative
and piggyback purchases"; and authorize the Mayor to execute the Professional Services Agreement in a form
acceptable to the City Attorney was approved.
5. Waive the competitive purchase requirements pursuant to Section 2-521 (a), Article VII, Chapter 2 of the Azusa
Municipal Code (Cooperative and Piggyback Purchasing); and approve the purchase of one (I) new 2023 Ford F-
150 Pickup Truck for Electric Operations; and authorize the issuance of a Purchase Order to National Auto Fleet
Group in the amount not-to-exceed $ 47,465.21 was approved.
Upon pulling items 6 and 7, Vice Chairperson Beckwith moved, seconded by Board Member Gonzales, to approve Items
1-5 of the Consent Calendar: Unanimously passed 5-0.

Consent Calendar Items 6 and 7 were pulled for discussion by Vice Chair Beckwith.
6. Waive the competitive purchase requirements pursuant to Section 2-5 l 7(a)(31), Article VII, Chapter 2 of the Azusa
Municipal Code (Substation Supervisory Equipment); and approve the purchase of thirteen (13) new feeder circuit
breakers rated at 40KA-1200A with split doors, and one (1) bus tie circuit breaker rated at 40KA-3000A with split
doors; and authorize the issuance of a Purchase Order to Siemens Industry, Inc. in the amount not-to-exceed
$446,170.73 was approved.
Board Member questions were answered by Assistant General Manager of Electric Operations Hien Vuong with Azusa
Light & Water and other staff members.
Mr. Singh stated there is a correction on page UB93, under Recommendation, Sub-item 1, second line the wording for
substation supervisory equipment it should read protective devices.
Moved by Vice Chairperson Beckwith, seconded by Board Member Gonzales, to approve Consent Calendar Item E-6:
Unanimously passed 5-0.

7. Approve the SCPPA Task Order for the HVAC Evaluation and Retrofit Program from Proctor Engineering Group,
Limited for Single Family, Multi-Family, Commercial and Municipal facilities in an amount not-to-exceed
$950,000 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) "sole source" and 2-521
(a) "cooperative and piggyback purchases"; and authorize the General Manager to execute the associated SCPPA
Task Order in a form acceptable to the City Attorney was approved.
Board Member questions were answered by Azusa Light & Water staff and City Manager Gonzalez.

1. Power Supply Update

Assistant General Manager Power Resources Richard Torres reported through the end of August approximately
32% of renewable energy has been acquired. The following stats were provided regarding the 2022 heat wave event:
• 2022 heat wave set a new record high for the CAISO grid: 52,061 MW set on Sept 6, 2022
• Azusa's first annual peak hit Thursday Sept 1, 2022: 69.5 MW
• Azusa's highest annual peak hit Wednesday Sept 7, 2022: 71.2 MW {2nd highest thus far)
• Azusa's record peak: Thursday Aug 31, 2017: 71.95 Temps - LA 102 / Inland 110
• Sept 6, 2022: Utilities including Azusa called to arm load for potential rotating outages at 5:19 pm
• Outages averted via demand response, conservation, as well as agency cooperation
Diablo Canyon 5-year operations (2029-2030) extension legislation SB 846 signed by Governor and 2,200 MW
nuclear plant expected to offer market stability & provide reliability while new adequate energy resources come
online to substitute for the 1986-built power plant. The Mesa Wind Project updates included the target operation
date is expected to be June 2023, the site is being graded, turbines to be stored at railyard. Initial delivery of turbines
at site is scheduled for 11/28/22, the Main transformer is in storage and civil work continues. Azusa 2022 Electric
January – August consumption is steadily running 3% over 2021 (Jan-Aug).

2. Water Supply Update
Assistant General Manager of Water Operations Melissa Barbosa reported October 2021 through end of September
2022 there is 15.89 inches of rain which was highly influenced by December 2021 rains. SGVMWD pipeline will
deliver 5% SWP Allocation, 1,350 AF to San Gabriel Canyon spreading grounds. Local ground water elevation
was at 178.7 feet as of September 9, 2022; it was at 185.7 feet as of June 17, 2022. This is the third year of drought
for the state of California, ALW is in Stage 2 of Water Shortage Contingency Plan. Average Gallons per capita per
day (GPCD) graphs were provided in the presentation. Azusa residents GPCD is 86 and are conserving under Stage
2 of the Water Shortage Contingency Plan with only 2 day a week watering.
Azusa Light & Water staff answered Board Member questions.
Board Member Alvarez suggested and other Board Members agreed that making the water conservation information
public as a way to thank residents for conserving and give them a kudos would be a great idea.
