MINUTES OF THE REGULAR MEETING
OF THE AZUSA UTILITY BOARD
MONDAY, OCTOBER 28, 2024 – 6:30 P.M.

The Utility Board of the City of Azusa met in regular session, at the above date and time, in the Azusa Light & Water First
Floor Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Chairperson Edward J. Alvarez called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by Secretary Cornejo.

The pledge to the flag was led by Chairperson Alvarez.

C. GENERAL MANAGER COMMENTS
General Manager Tikan Singh announced the Compost-Mulch Giveaway in September at Memorial Park that handed out
20 tons of compost. There will be a Household Hazardous and E-Waste collection event on November 30 from 9am-12pm.
More information can be received by contacting Veolia Environmental Services on S. Motor Avenue. Mr. Singh responded
to Board members’ questions.

F. CONSENT CALENDAR
1. Minutes of the Utility Board Meeting on September 23, 2024, were approved.
2. Specifications and Plan for the Construction of Underground Line Extension Along Santa Fe Avenue and Authorize
the City Clerk’s Office to Solicit Bids for the underground line extension Project LD2024-5 and authorize the
advertisement and solicitation of bids for the construction of LD2024-5, the underground line extension project was
approved.
3. Blanket Purchase Order Increase for Mesa Wind Power Corporation and an increase in blanket purchase order
041759 for Mesa Wind Energy, from $2,800,000 to $6,500,000 was pulled for Special Call.
Motion: Board Member Beckwith moved, seconded by Vice Chairperson Avila Jr., to approve Items 1-2 of the Consent
Calendar: Unanimously passed 5-0.

Motion: Board Member Beckwith moved, seconded by Vice Chairperson Avila Jr., to approve items 3 of the Consent
Calendar: Unanimously passed 5-0.

G. STAFF REPORTS/COMMUNICATIONS
1. Fiscal Year 2023-24 Fourth Quarter Budget Reports for Water and Electric Funds
Finance Manager Danny Smith provided information regarding the fourth quarter budget reports for water and
electric division funds and responded to Board members’ questions.
Item was received and filed.
H. VERBAL COMMUNICATIONS
1. Power Supply Update
Assistant General Manager Power Resources Richard Torres reported actual renewable fleet generation year to date
served 46% of retail load. The Garnet Wind site was down last week, the substation was having issues with reclosers,
and it was repaired last week. With the uneventful summer, there have not been any issues, and everything thus far
is normal. The market outlook is reflecting an “ease” as more batteries have come online. The State is reflecting
that by 2045 there will be a 76% rate of demand increase.
2. Water Supply Update
Assistant General Manager Melissa Barbosa reported the Key well is at 247.7 feet, a number that hasn’t been seen
in well over twenty years. The Morris dam is full. LA County has been working on their San Gabriel Dam clean
out project. They are now seeing flows and are working to get out of the site before the rainy season. LA County
had a Civil Engineer Landmark declared at Morris Dam for its 90th anniversary. President Hoover dedicated the
site in 1934. San Gabrial Valley Water district is still delivering their allocation. Staff will be touring the Pure Water
Facility in the upcoming week. That project is expected to be completed within the next fifteen years.
Azusa Light & Water staff answered Board Member questions.
