Chairperson: Edward J. Alvarez Vice Chairperson: Jesse Avila, Jr. Board Member: Robert Gonzales Board Member: Andrew N. Mendez Board Member: Dennis Beckwith Secretary: Jeffrey Lawrence Cornejo, Jr. The Utility Board of the City of Azusa met in regular session at the above date and time, in the Azusa Light & Water First Floor Conference Room located at 729 N. Azusa Avenue, Azusa, California. Click Here to listen to the recording of the meeting. Chair Alvarez called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by Secretary Cornejo. PRESENT: BOARD MEMBERS: ALVAREZ, AVILA Jr., GONZALES, MENDEZ, BECKWITH ABSENT: BOARD MEMBERS: The pledge to the flag was led by Chair Alvarez. ALSO PRESENT Elected Officials: Secretary Cornejo City Attorney: Jeff Ferre Staff Members: City Manager Sergio Gonzales, General Manager Tikan Singh, Assistant General Manager of Electric Operations Hien Vuong, Assistant General Manager Power Resources Richard Torres, Assistant General Manager Water Operations Melissa Barbosa, Environmental Programs Manager Paul Reid, Administration and Finance Manager Daniel Smith, Captain Robert Landeros, Deputy City Clerk I Krystal Avila. PUBLIC PARTICIPATION None CLOSED SESSION None Approved Utility Board 02/24/2025 PAGE 2 – 11/25/24 REGULAR UTILITY BOARD MEETING Chair Alvarez called the Regular meeting to order at 6:30 P.M. GENERAL MANAGER COMMENTS General Manager Singh reported that Public Works will be doing their annual Holiday Lights Exchange on December 7 from 4pm – 8pm; Azusa residents can bring in their old lights and exchange them for new LED lights. General Manager Singh expressed Happy Thanksgiving wishes from the L&W staff family to the Boardmembers and their families. Boardmember Mendez inquired if this could be scheduled earlier in November for future years to catch the holiday rush for putting lights out over Thanksgiving weekend. Mayor Gonzales explained that it was created in conjunction with the City’s Festival of Lights. UTILITY BOARD MEMBER COMMENTS Chair Alvarez and Boardmember Beckwith wished a Happy Thanksgiving back to staff. SCHEDULED ITEMS None CONSENT CALENDAR Chair Alvarez asked if any Boardmembers wished to pull an item. 1. Adopt Resolution No. 2024-UB08 and Grant Easement and Record Thereof for the Electric Facilities Installed on Private Property from Property Owner for Site Address 573 E. Arrow Highway, Azusa, CA 91702 was approved. 2. Cancellation of December 2024 Utility Board Meeting was approved. 3. The Purchase of Replacement Membrane Filters from Dupont Water Solutions for Three Filtration Units at the Water Treatment Plant was approved. 4. The Purchase of one 60KVA Portable Power Generator for Emergency Electric Operations was approved. Assistant General Manager of Electric Operations responded to Boardmembers questions about the purchase of the generator. MOTION by Board Member Beckwith, seconded by Vice Chair Avila, Jr., to approve Items 1-4 of the Consent Calendar. Semi-Annual Report on Azusa Light & Water’s Energy Portfolio. Recommendation: 1) Receive and file the Semi-Annual Report on Azusa Light and Water’s Energy Portfolio. Assistant General Manager Power Resources Richard Torres provided a report on the power resources update, the energy hedge update, a capacity market update, and the renewable portfolio update and responded to Boardmember questions. VERBAL COMMUNICATIONS 1. Power Supply Update Assistant General Manager Power Resources Richard Torres reported on and explained the Day Ahead market which tracks the performance for the whole year, their data included up to the end of October. The lowest price to date for the year was -$66 dollars, during the time of year when less power was being used. The highest price to date was $667 dollars. The average for the current year to date is between $33 and $34 dollars, which is considered below market rate. With the addition of the Mesa Wind and other renewable energy projects, they are expecting to see more negative numbers in 2025. The projected use of energy for Azusa for 2024 is 58%. The target for 2024 was 44%. The excess that Azusa accrued will be used to make up for the City’s shortages in 2023. The Palo Verde Unit is expecting an outage in the Spring of 2025. 2. Water Supply Update Assistant General Manager Water Operations Melissa Barbosa reported that October kicked off the rainy season and so far, they had one day of rain in October and received 3/10 of an inch. The rain over the weekend brought a little over 2/10 of an inch. It is too early to tell how the season will go, but all reports indicate they are in El Nina, which can fluctuate for a wet or dry season. They City’s key well is sitting at 245’ feet which is about three years storage of water. The State’s key wells are also ready to capture water during future rain events. Azusa Light & Water staff responded to Boardmember questions. ADJOURNMENT THE AZUSA UTILITY BOARD AND CONTINUE AS SPECIAL CITY COUNCIL MEETING The Regular meeting of the Utility Board was adjourned by consensus of the Utility Board.
