MINUTES OF THE REGULAR MEETING
OF THE AZUSA UTILITY BOARD
MONDAY, JANUARY 27, 2025– 6:30 P.M.

The Utility Board of the City of Azusa met in regular session, at the above date and time, in the Azusa Light & Water First
Floor Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Chairperson Edward Alvarez called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by Secretary Cornejo.

The pledge to the flag was led by Chairperson Alvarez.

B.GENERAL MANAGER COMMENTS
General Manager Tikan Singh welcomed the new Boardmember and Assistant General Manager of Electric Operations
Hien Vuong reported that there was a recent windstorm that required a good bit of cleanup removing trees and branches
from power lines. Pictures of the damage were shared. Power was restored at 100% within 27 hours. Once Azusa power
was restored, mutual assistance was sent to the City of Pasadena in the wake of the windstorm to help with cleanup and
restoration of their power. Assistant General Managers Vuong and Singh responded to Boardmember questions.

Assistant General Manager Melissa Barbosa reported that the windstorm also affected water operations, service was restored
within a couple of hours. The water facility sustained considerable damage. The Wind was clocked at 105 miles per hour
(mph). After service was restored, water samples were sent to labs to ensure quality was not compromised.
There is now a dedicated line to call in the event of a power outage. The number has been posted on the website.

D. SCHEDULED ITEMS**
Chairperson Alvarez moved the Election of the Utility Board Officers to Scheduled items so that action could be taken by
vote at the current meeting.
1. Election of Utility Board Officers
Recommendation: 1) Elect by majority vote Edward J. Alvarez as Chairperson and Jesse Avila, Jr. as Vice
Chairperson to serve as officers of the Utility Board; and 2) Affirm that the City Clerk will serve as Secretary.
City Clerk Cornejo introduced the item and responded to Board member questions with Finance Manager Daniel Smith.
Mayor Gonzales suggested including the mayor in the rotation of Chairperson given the recent changes of how the mayor
will be selected moving forward.
MOTION by Mayor Gonzales to elect Boardmember Avila Jr. as the Chairperson of the Utility Board. After discussion,
Mayor Gonzales rescinded his motion.
MOTION by Board Member Gonzales, seconded by Board Member Bow to elect Edward J. Alvarez as Chairperson and
Jesse Avila, Jr. as Vice Chairperson, and affirm that City Clerk will serve as Secretary.

F. STAFF REPORTS/COMMUNICATIONS
1. Fiscal Year 2024-25 First Quarter Budget Reports for Water and Electric Funds

Finance Manager Daniel Smith provided financial information for the first quarter budget reports for water and
electric division funds and responded to Board members’ questions. There has been a positive cash flow of $6.1
million dollars. Revenues are at 29% of the budget. Operating Expenses are at 19% of the budget. Retail sales
through the first quarter were up 4.6% compared to the first quarter of last year. Cash reserves are at $28.5 million
dollars.
Item was received and filed.
G. VERBAL COMMUNICATIONS
1. Power Supply Update
Assistant General Manager Power Resources Richard Torres reported actual renewable fleet generation in 2024.
The trend is showing usage is lower than it has been in the last ten years due to conservation efforts and more
renewable generation of power. Azusa exceeded the target of 44% renewable energy generation, currently
generating 66% which is the biggest contributor to the increase in cash flow. The additional usage can be used to
fill the gap for the shortage in 2023. The targets set for 2025 and 2026 should be comfortably met. Discussions are
taking place about being able to sell credits expected in the coming years.
2. Water Supply Update
Assistant General Manager Melissa Barbosa reported they received 7/10’s of an inch of rain which puts them at 1.3
inches of cumulative rain for the year, which is considerably lower than the normal average for this time of year.
The Key Well is currently at 247.9 feet and within operating range. The State has reported roughly 2 inches of rain
for the year. The snow in the mountains is at 46% of the average snow received. The local reservoirs are almost at
capacity. The State Water Allocation went up from 5% to 15%.
Azusa Light & Water staff answered Board Member questions.
