SUBJECT: AWARD UNDERGROUND LINE EXTENSION IN ACCORDANCE WITH PLANS
AND SPECIFICATIONS LD2025-2 TO OUTSOURCE UTILITY CONTRACTOR,
LLC AND AUTHORIZE THE ISSUANCE OF THE PURCHASE ORDER IN THE
AMOUNT NOT TO EXCEED $348,395.00.
BACKGROUND:
Staff has developed plans and specifications to extend an underground electric circuit on Santa Fe
Avenue. On October 28, 2024, the Utility Board approved the plan and specifications for project
LD2025-2 and authorized the City Clerk’s office to advertise this project to solicit formal bids (Consent
item F-2). On March 6, 2025, the City Clerk’s office opened and announced the results of six received
bids. Staff has evaluated all the bids and determined that the bid submitted by Outsource Utility
Contractor, LLC is the lowest responsible bid. Outsource Utility Contractor’s bid is in substantial
conformance with the plans and specifications. The proposed action would award a construction
contract, Project LD2025-2, to Outsource Utility Contractor, LLC.
RECOMMENDATION:
Staff recommends the Utility Board take the following actions:
1)Approve the award of a construction contract for Project LD2025-2 to Outsource Utility
Contractor, LLC in an amount not to exceed $348,395.00 with a built-in 15% contingency;
and
2)Authorize the issuance of a Purchase Order to Outsource Utility Contractor, LLC in the
amount not to exceed $348,395.00 with a built-in 15% contingency; and
3) Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney.

ANALYSIS:
On February 13, 2025, the City Clerk’s Office advertised to solicit bids for this project in the San
Gabriel Valley Tribune. On February 19, 2025, Staff held a Mandatory Pre-Bid Meeting at the Azusa
Light & Water Conference Room to discuss the scope of work and project requirements of the bid
document with prospective bidders. The scope of work consists of furnishing and installing underground
substructures such as conduits and switch pad enclosures.
Six received bids were opened and publicly announced at the City Clerk’s Office on March 5, 2025. The
bid results are tabulated below.

FISCAL IMPACT:
Funding for this project is budgeted for under the Utility’s Capital Improvement Budget Acct# 33-80-
000-730-7145/73017A-7145.
