The City Council of the City of Azusa met in adjourned regular session at the above time and date in the City Hall Conference Room. Mayor Pro -tem Cruz called the meeting to order and led in Call to Order the salute to the Flag. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, ABSENT : COUNCILMEMBERS: MOSES ALSO PRESENT City Attorney Thorson, City Administrator/Chief of Police Wood, Director of Finance Craig, Assistant to the City Administrator Fuentes, Community Development/Planning Director Cunningham, Director of Community Services Guarrera, Utility Director Hsu, City Treasurer Talley, City Clerk Solis. PUBLIC HEARING - on proposed uses of revenue sharing funds. Pub. Hrg. rev. sharing funds Mayor Pro -tem declared the Hearing open. The City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald, on June 13, 1984. Testimony was received. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to close the Hearing. (Mayor Moses absent) Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to approve proposed uses of revenue sharing funds as recommended by the Director of Finance. (Mayor Moses absent) Moved by Councilman Camarena that City Councilmembers receive an increase of $50.00 in their salary. Motion died for the lack of a second. Moved by Councilman Camarena, seconded by Councilman Cook and unanimously carried by roll call that car allowance for Councilmembers be increased by $100.00, making the monthlj total $200.00; and that Mavor's car allowance be increased by $75.00, making the monthly total $775.00. (Mayor Moses absent) MAYOR MOSES ENTERED THE MEETING AT 9:10 A.M. Inc. salary for. Council(died) , Increase in car allowance for Council Moses entrd mtg. Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call to approve Promotion budget as submitted, with the following exceptions: The $9,000.00 item allocated to the Golden Days Committee be distributed between, We Tip, Wings and Golden Days. That all requests for donations will now be considered only during Budget Sessions each year. Promotion Bdgt. &63 Moved by Councilman Cruz, seconded by Mayor Moses and Animal Reg. unanimously carried by roll call to postpone discussion pending for rpt regarding budget for Animal Regulation,Department, pending from staff report from staff, however, operations are to be continued on a day to day basis. Moved by Councilman Latta, seconded by Mayor Moses and Police Bdgt. unanimously carried by roll call that Police Chief be authorized to over -hire in the department in order to maintain present operation and complement. Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call to approve Police Department budget as sutnitted and to tentatively approve the Animal Regulation budget as amended. Moved by Councilman Cruz, seconded by Councilman Camarena Civil Def.Bdgt. and unanimously carried by roll call to approve the Civil Defense budget as submitted. Moved by Councilman Cruz, seconded by Councilman Cook and Fire/Amb.Bdgt. unanimously carried by roll call to aprove Ambulance and Fire Budgets as submitted. Moved by Councilman Cruz, seconded by Mayor Moses and Rpt of muni unanimously carried by roll call to direct staff to report swmng pools on municipal swimming pool usage by surrounding cities. Moved by Councilman Cook, seconded by Councilman Latta and Recreation Bdgt unanimously carried by roll call to approve the Recreation Budget as submitted, with the exception that $8,000.00 allocated for solar swimming pool cover be returned to the Recreation budget for use as needed. Moved by Councilman Latta, seconded by Councilman Cruz Rpt on mini- ;1 that staff contact the City of Duarte and gather informa- trams as used tion on the use of mini -trams by that City for Council by Cty of Duarte, perusal. Moved by Councilman Camarena, seconded by Councilman Cook Sr.Prgm. Budgt and unanimously carried by roll call to approve.Senior Program budget as submitted. Moved by Councilman Cruz, seconded by Councilman Cook and Ping Budgt unanimously carried by roll call to approve Planning Depart- ment budget as submitted; further that $50,000.00 be allocated for the revision of the Zoning Chapter of the Municipal Code. Moved by Councilman Cruz, seconded by Councilman Cook and Bldg. Regs Bdgt unanimously carried by roll call to approve Building Regulations budget as submitted. Moved by Councilman Cruz, seconded by Councilman Latta and Eng. Bdgt unanimously carried by roll call to approve Engineering Department budget as submitted. Moved by Councilman Cruz, seconded by Councilman Latta and Rpt on 1911 Act unanimiusly carried by roll call that staff report on the 1911 Act regarding property improvement fund usage. It was consensus of Council that staff report on "pros" Rpt on computer and "cons" of leasing a computer system or purchasing lsng/purch. the equipment outright. Moved by Mayor Moses, seconded by Councilman Cruz and City Clerk/ unanimously carried by roll call to approve the City Switchbd Bdgt Clerk's Department and Switchboard budget as submitted, which includes the upgrading of the telephone system. Moved by Mayor Moses that position of Business License Bus.Lic.off.hire officer be approved and that hiring process be initiated. (died) Motion died for the lack of a second. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call that City is to co- host the reception with the Sister City Committee, further that said function is to be open to the public with no alcohol being served and that if this arrangement is not amenable with the Sister City Committee, then the City will sponsor the function providing funding and operation. Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call that fees be waived for post parade reception. It was consensus of Council that grand stand usage be investigated for possible changes in allocation of seating spaces. Moved by Councilman Camarena, seconded by Councilman Latta and unanimously carried by roll call that proposed Ordinance regarding Community Design Review Board be reviewed for possible amendment with regard to number of multiple family units falling under that committee's jurisdiction.
