SUBJECT: AWARD A PROFESSIONAL SERVICES AGREEMENT TO CIVILTEC ENGINEERING
INC. FOR INSPECTION SERVICES RELATED TO SOUTH RESERVOIR
CONSTRUCTION CAPITAL IMPROVEMENT PROJECT
BACKGROUND:
Azusa Light & Water (ALW) is commencing construction of the South Reservoir Capital Improvement
Project WF-221, which includes construction of a new 4.0-million-gallon reinforced concrete reservoir,
including associated piping, electrical service relocation, and site improvements. Due to the size and scope of
the project, a full-time, on-site construction inspector is required to ensure compliance with plans, safety
protocols, regulatory standards, and grant requirements. Following a competitive Request for Proposals (RFP)
process, Civiltec Engineering Inc. was identified as the most qualified and cost-effective bidder to provide
inspection services. The proposed action would award a Professional Services Agreement to Civiltec
Engineering for full-time inspection services during the 610 calendar-day project construction period.
RECOMMENDATION:
Staff recommends that the Utility Board take the following actions:
1) Approve the Professional Services Agreement to Civiltec Engineering Inc. for construction
inspection services for South Reservoir Construction Capital Improvement Project WF-221, in an
amount not to exceed $600,320.00 and
2)Authorize the issuance of a Purchase Order to Civiltec Engineering Inc. in the amount not to
exceed $600,320.00; and
3) Authorize the Mayor to execute the Contract in a form acceptable to the City Attorney.

ANALYSIS:
The Water Division’s South Reservoir Capital Improvement Project includes the demolition of the existing
reservoir and the construction of a new 4.0 MG reinforced concrete reservoir. The project also includes on-
site seismic piping, seismic inlet and outlet connections, site grading, electrical service relocation, and site
paving. To ensure proper construction of the project, including quality assurance, safety, and compliance with
regulatory and grant requirements, ALW requires the services of a full-time, on-site construction inspector.
ALW issued a formal RFP for inspection services for the 610-calendar-day project construction period. The
inspector will be responsible for observing and documenting all construction activities, coordinating with
ALW staff and consultants, overseeing geotechnical and material testing, managing change orders, ensuring
compliance with safety regulations, preparing daily and weekly inspection reports with photographs, and
verifying as-built documentation and closeout materials. The inspector will also be required to monitor
contractor work for adherence to project specifications and proactively address issues to avoid construction
delays.
Responses were received from four (4) consultants. Two (2) proposals were reviewed in response to the
anticipated 610-calendar-day project, and were evaluated based on personnel qualifications, experience
inspecting similar projects, and responsiveness to the requirements of the RFP.
The proposals and their respective bids, as submitted, are as follows:
1 Stetson Engineering, Inc. Failed to submit
2 MWH Constructors Failed to submit
3 Civiltec Engineering, Inc. $ 600,320.00
4 TKE Engineering, Inc. $ 710,000.00
Civiltec was determined to be the lowest, most responsible bidder. Based on the package review and
assessment, Civiltec met all requirements of the RFP and demonstrated strong qualifications and experience.
Accordingly, staff recommends Civiltec be awarded the Agreement for Construction Inspection Services for
Water Project WF-221. It is noteworthy that Civiltec has provided successful inspection services on previous
capital improvement projects for ALW in the past.
FISCAL IMPACT:
The fiscal impact of the agreement is $600,320.00. Funding for this service is available under the South
Reservoir Capital Improvement Project WF-221 Account No. 32-80-000-721-7130/72119D.
