The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. Invocation was given by Reverend Larry Howard of the United Pentecostal Church. PUBLIC HEARING - to consider amendments to the use of Pub. Hrg. Community Development Block Grant funds. Amendments to CDBG Funds The Mayor declared the Hearing open. The City Clerk ' read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on July 25th and August 1st, 1984. Testimony was received. Moved by Councilman Cruz,seconded by Councilman Cook and unanimously carried by roll call to close the Hearing. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to approve amendment as submitted for restroom renovations throughout the City, deleting the 8th Street project at this time, and that said project be submitted to the County Community Develop- ment Commission for approval. 08/06/84 Page 6 SPECIAL CALL ITEMS NONE OTHER BUSINESS/CITY COUNCIL Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call that City Adminis- trator be directed to correspond to the media regarding the City's displeasure of adverse publicity regarding gangs in Azusa and that Azusa is the smog capital of the valley; further, requesting that the AQMD remove their control center from this area, as their findings do not portray the true picture. Their recording device encompasses 11 cities not only Azusa; further, that City Attorney investigate possibilities of having the device removed legally. Councilman Latta apprised Council of various actions and meetings to be held by the League of California Cities which would be beneficial for staff and Councilmembers to attend. Councilman Latta, also presented a cover sheet used by a city comparable to the City of Azusa, which he felt might be beneficial for our use, as it details Council meeting nights, methods of having items placed on the agenda, etc. _353. Moved by Mayor Moses, seconded by Councilman Latta and 'unanimously carried by roll call that staff be directed to investigate proposed bond issue for senior citizen centers, submitting all pertinent information and also that a resolution be prepared to submit to Governor Deukejian in support of same. Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried by roll call that staff report on all pertinent information regarding state constitution amendment (Ayala) guaranteeing funds to cities, and that a resolution be prepared in support of same. It was consensus of Council that staff reinforce basket- ball hoops at Memorial Park with possible means of curbing the vandalism occurring. Moved by Councilman Latta, seconded by Mayor Moses and unanimously carried by roll call that the Parks and Recreation Commission be requested to re-evaluate their tree designation north of Sierra Madre to consider adopting a pine tree rather than a magnolia tree, and report their final decision to Council. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call that the audience participation of the agenda be moved forward to be placed prior to other business/City Council.
