The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Frank Herber of the Church Invocation of Jesus Christ, Latter Day Saints. CEREMONIAL Councilman Camarena presented a Resolution to William Saiki, Pres.Res.to of Savage BMW, commending Peter Savage Sr. for his services P.Savage,Sr. ' to the City. .Mayor Moses presented a Resolution to Leonard Vanderhoop Pres.Res.to commending him for his services to the City. L.Vanderhoop Miss Dolly Simon, a former exchange employee from India Plaque pres.to who worked at the Library, presented the City with a City by silver, copper and bronze plaque as an expression of her D.Simon appreciation for her happy experiences while an employee of the City of Azusa. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 27 was Consent Cal. approved on motion of Councilman Camarena, seconded by Appvd.Items 5, Councilman Latta and unanimously carried by roll call vote, 6,7,14 & 16 with the exception of Items 5, 6, 7, 14 & 16, which were Special Call considered under the SPECIAL CALL portion of the Agenda. 1. The Minutes of the Special meeting of August 1st, and Min. Appvd. the regular meeting of August 6th, 1984, were approved as written. 2. Plans and specifications for modification of restrooms Plans & Specs at City Library to comply with handicapped requirements, Modification ' Project No. 670, were approved and the City Clerk was Lib.Restrooms directed to advertise for bids. 3. Bid opening for Project No. 668, purchase of one 4-6 Bid Opening tandem roller Model #46. Three bids were received Proj. #668 and opened in the City Clerk's Office on August 14, FMC Corp. 1984. Quotes are on•file in the Office of the City Clerk. The contract was awarded to FMC Corp. next low bidder, in,the amount of $30,144.83, and the Mayor and City Clerk were authorized to execute the contract. 4. Bid opening for Project No. 667, the re -roofing of buildings at City Yard. Seven bids were received and opened in the City Clerk's Office on August 14, 1984. Quotes are on file in the Office of the City Clerk. The contract was awarded to Clark Roofing Co., lowest bidder, in the amount of $21,124.00. The City Clerk was directed to return all unsucces- sful bidders' guarantees and the Mayor and City Clerk were authorized to execute the contract. SPECIAL CALL ITEM SPECIAL CALL ITEM 7. Request of Citrus College to hang banners at Alosta Ave. and Barranca, and Azusa Ave. and Foothill Blvd. to encourage community residents to enroll in Fall Semester classes, was approved under the supervision of the Utility Director. 9. Appointment of Andrew Rodriquez to the position of Maintenance Worker III, was approved. 10. Request of Lausanne Workman, Police Clerk, for leave of absence without pay from August 9, 1984 through September 14, 1984, was approved. 11. Notice of separation of Ronald Manwill, Water Utility Worker effective August 14, 1984, was approved. 12. Appointment of Harvey Furnell to the position of Water Utility Worker effective August 21, 1984, was approved. �. Bid opening for 5 pad mounted Transformers in the Light and Water Department. Four bids were received and opened in the City Clerk's Office on August 14, 1984. Quotes are on file in the Office of the City Clerk. The contract was awarded to RTE Corp., low bidder. The Mayor and City Clerk were authorized to execute the contract. 14. SPECIAL CALL ITEM 15. Installation of four-way stop at Third Street and Alameda Ave. was approved and the Community Develop- ment Department was directed to proceed with placement of signs and legend painting on streets. 16. Reconvened OTHER BUSINESS/CITY COUNCIL Moved by Mayor Moses, seconded by Councilman Camarena 1979 FERC and carried by roll call to refund the monies being returned rate case to the City as a result of Edison rate adjustment to refund utility users in the most expeditiously feasible way possible. Councilman Latta dissenting. It was consensus of Council that the Director of Community Development prepare a report on the apparently random selection of businesses required to remove video games. Moved by Councilman Latta, seconded by Councilman Camarena 'and carried by roll call to.direct the City Attorney to prepare an Ordinance banning dogs from City Parks. Mayor Moses dissenting. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call that staff send a letter to Cal Trans demanding that a traffic light be put on 9th and San Gabriel Ave. Moved by Mayor Moses, seconded by Councilman Camarena and unanimously carried by roll call to purchase a stump remover. Councilman Latta offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RESCINDING RESOLUTIONS RELATING TO AN ELECTION CALLED FOR NOVEMBER 6, 1984. Moved by Councilman Latta, seconded by Councilman Camarena and carried by roll call to waive further reading and adopt.
