MINUTES OF THE REGULAR MEETING
OF THE AZUSA UTILITY BOARD
MONDAY, OCTOBER 25, 2021– 6:30 P.M.

The Azusa Utility Board of the City of Azusa met in regular session, at the above date and time, in the Azusa Light & Water
located at 729 N. Azusa Ave, Azusa, California.
Chairperson Avila called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by Secretary Cornejo.

Pledge to the flag was led by City Manager Gonzalez.

B. UTILITIES DIRECTOR COMMENTS
Utilities Director Robledo reported on operations going well; no significant power outages; 1.02” of rain today; Watermaster
purchases started October 3rd; Cypress water transmission line 50% cut-over; North Tank coating project 40% complete;
LED streetlight conversion 65% complete.
Utilities Director Robledo reported on the Azusa Shred-a-Thon Event on September 25, 2021; 157 cars dropped off paper,
9,120 pounds of paper shredded next Shred-a-thon is April 23, 2022.

E. CONSENT CALENDAR
Board Member Mendez removed Item E-1, 2 & 4, 5 from the consent calendar. E-3 Pulled Special Call by Alvarez.
Moved by Board Member Mendez, seconded by Board Member Gonzales, to approve Items 1, 2 and 4, 5 of the Consent
Calendar by the following vote of the Board:

1. Minutes of the Utility Board Meeting on September 27, 2021 were approved as written.
2. Approval of the Purchase Order to Orravan Mechanical Inc. in the amount not-to-exceed $162,749.66 plus a
contingency allowance of $16,274.97 (10%) for potential change orders required for unforeseen conditions to
replace the ALW administration building’s chiller unit and controls system, was approved.
4. Approval of the First Amendment to the Professional Services Agreement (“First Amendment”) adding $36,000
for Construction Management and Inspection Services to MWH Constructors, for a total not to exceed amount
$134,750, for Water Project W-277; the City Manager was authorized to execute the First Amendment.
5. Approval of the Amendment to Renewable Power Purchase and Sale Agreement between the City of Azusa and
Mesa Wind Power Corporation; Approval of a Consent and Agreement among City of Azusa, Mesa Wind Power
LLC, and Wills Fargo Bank; Approval of an Estoppel Certificate was approved.

Moved by Board Member Alvarez, seconded by Board Member Beckwith, to approve Item 3 of the Consent Calendar by
the following vote of the Board:

3. Approval of ALW to join the Clean Fuel Rewards Joinder Agreement; and Director of Utilities was authorized to
execute the Clean Fuel Rewards Joinder Agreement.
F. STAFF REPORTS/COMMUNICATIONS

G. VERBAL COMMUNICATIONS
1. Power Supply Update
Utilities Director Robledo indicated that renewables comprise 34.9% of power resources; the end-of-year target for
renewables is 35.8%; staff published ALW's Power Content Label; Statewide Power Supply Outlook 3,700 MW natural gas
plant retirements by end of 2023, 2,240 MW Diablo Canyon nuclear unit to be retired by 2025, Coastal plants deferred

retirements Huntington Beach, Alamitos, Ormond Beach 3 years, Redondo Beach 1 year; Azusa power procurement for
2022 will be 5 MW of fixed price energy and 15 MW resource adequacy capacity; Mesa Wind Project on schedule to be
online December 2022; San Dimas Hydro 1.05 MW extension.
2. Water Supply Update
Utilities Director that the groundwater basin level is currently 183.8 feet, a decrease of 1.5 feet from the prior month; local
reservoirs are at minimum levels, and reservoir levels across the state are at or below minimum levels; New rain season
began October 1st, last season 7.68 inches vs 19.77 inches average, Rainfall 1.29 inches since October 1st; Severe Drought
Condition in California, Governor announced Statewide Drought Emergency on October 19th, Azusa Water Conservation
Measures in effect.
