The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the salute to the Flag. -37-5, Call to Order Invocation was given by Mr. Hal Moore of the Church of Christ. CEREMONIAL All members of Council presented a Proclamation to Sonia Sharma for her participation in the Miss Teen Scholarship and Recognition Pageant, and to parents of Ruth Wysocki, Mr. and Mrs. Kleinsasser, for Ruth's participation in the 1984 Olympics. CONSENT CALENDAR The CONSENT CALENDAR consisting of Items 1 through 24 was approved on motion of Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call vote, with the exception of Items 6, 8 & 17, which were considered under the SPECIAL CALL portion of the Agenda. I. The Minutes of the August 13th adjourned regular meeting and the August 20th, 1984, regular meeting were approved as written. 2. Claim vs City by Azusa Sales for alleged damages to vehicles caused by rotted city tree limb occurring July 14, 1984, was denied and referred to City's Claims Administrator. Specifications for the purchase of one stump grinder were approved and the City Clerk was directed to advertise for bids. 8. SPECIAL CALL ITEM 9. Planning Commission was directed to schedule a Public Hearing on the question of revocation of Conditional Use Permit Case No. C-80, 229 S. Azusa Ave. (abandoned service station). 10. Quotes are on file in the Office of the City Clerk. Trucks will be purchased from Central Leasing and Sales, low bidder, in the amount of $15,297.20. 19. Bid opening for one low profile turf tractor. Four bids were received and opened in the City Clerk's Office on August 28, 1984. Quotes are on file in the Office of the City Clerk. The contract was awarded to Cook Ford Tractor, low bidder, in the amount of $13,830.90, and the Mayor and City Clerk were authorized to execute the contract. 20. PUBLIC HEARING - on appeal of action of the Planning Commis- C-237 (M.Hill) sion denying a Conditional Use Permit to allow increased size of training facility for developmentally disabled from 6 to 8 clients, located at 1010 E. Alford St., Mary M. Hill. The Mayor declared the Hearing open. Deputy City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald on August 15th and also affidavit of proof of posting said property on August 24, 1984. Testimony was solicited and received. Moved by Councilman Latta, seconded by Councilman Camarena and unanimously carried by roll call to close the hearing. Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call to approve conditional use permit, limiting same to present proprietors of the train- ing home; further, directing the City Attorney to prepare the necessary documents. Moved by Mayor Moses, seconded by Councilman Latta and carried by roll call to allocate up to $15,000.00 from ,Proposition'A' funds, to Citrus College for the purchase of a handicapped van, contingent upon the City of Glendora's participation in the purchase; further, that the van be used by Azusa/Glendora students only and that the van be properly identified as a joint purchase by the two cities. Councilman Cruz dissenting. Moved by Councilman Latta, seconded by Councilman Camarena and carried by roll call that tentative approval be given for the purchase of two buses, new or used, whichever is feasible for a fixed route within the City; using proposition 'A' funds; further, that the route be revised and presented to Council for approval prior to implementing the program. It was consensus of Council that staff be reminded to set quarterly meeting with the Board of Directors of the Chamber of Commerce. Moved by Councilman Camarena, seconded by Mayor Moses and unanimously carried by roll call that resolution/plaque be prepared for Thais Aguirre commending her for her work as a Parks and Recreation Commissioner. Report on the survey of the downtown business district as well as report on full service and self service stations was, again, requested by Council.
