The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to Order 'salute to the Flag. Invocation was given by Reverend Frank Herber of the Invocation Church of Jesus Christ, Latter Day Saints. RESOLUTION NO. 7562 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. 391 Res. 47562 Grant of Easmt. 50' Water Line 9. Bid opening for Project No. 672, 35 wrought iron booths. Bid Opening One bid only was received and opened in the City Clerk's Wrought Iron Office on September 11, 1984. Contract was awarded to Booths -Artistic Artistic Iron, in the amount of $8,260. for 28 rather Iron than 35 booths. The Mayor and City Clerk were autho- rized to execute the Contract. 10. Bid opening for Project No. 670, Library restroom Bid Opening modification to facilitate handicapped requirements. Modification One bid only was received and opened in the City Clerk's Lib. Restrooms Office on September 11,1984. Sole bid was rejected. Rejected Staff was directed to revise specifications to include all facilities to meet handicapped requirements and direct the'City Clerk to advertise for bids. 11. Bid opening for purchase of a heavy duty brush chipper. Bid Opening Two bids were received and opened in the City Clerk's Chipper Office on September 6, 1984. Contract was awarded to J.L.Enterprises J. L. Enterprises, low bidder in the amount of $13,597.92. Mayor and City Clerk were authorized to execute the contract. 12. SPECIAL CALL ITEM 13. Moved by Councilman Cruz, seconded by Councilman Cook to waive further reading and adopt. Foothill Blvd. The Mayor declared the Hearing re -opened. Testimony was received. Moved by Councilman Camarena, seconded by Councilman Latta and unanimously carried by roll call to close the Hearing. Moved by Councilman Cook, seconded by Councilman Latta and carried by roll call that recommendations as set forth by the Planning Commission be approved; further, directing the City Attorney to prepare the necessary documents. Mayor Moses dissenting. PUBLIC HEARING - on proposed prezoning upon possible Pub. Hrg. future annexation of property presently in the uncorporated Prezoning area of Los Angeles County. Zone Change Case No. Z-233. Upon Possible Annexation The Mayor declared the Hearing open. The City Clerk read Z-233 the affidavit of proof of publication of notice of said Hearing published in the Azusa Herald on September 5th and the affidavit of posting the property on September 7th, 1984. Testimony was received. Moved by Councilman Camarena, seconded by Councilman Latta and unanimously carried by roll call to close the Hearing. Moved by Councilman Cook, seconded by Councilman Camarena and unanimously carried by roll call to approve the Negative Declaration. Moved by Councilman Cook, seconded by Councilman Latta and unanimously carried by roll call to approve prezoning Case No. Z-233 as recommended by the Planning Commission; further, directing the City Attorney to prepare the necessary documents. Councilman Latta offered a resolution entitled: Res. #7569 Appl.for Grant A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Funds for APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE Renovation of REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK AND Mem'l. Pk. RECREATIONAL FACILITIES ACT OF 1984 FOR RENOVATION OF MEMORIAL PARK. Moved by Councilman Latta, seconded by Councilman Cook to waive further reading and adopt. Moved by Councilman Cook, seconded by Councilman Camarena to waive further reading and adopt. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: CRUZ, COOK, CAMARENA, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Moved by Councilman Cruz,seconded by Councilman Latta and carried by roll call that City's objections to the granting of an ABC license to Towne and Country Liquor, 701 N. Azusa Avenue be forwarded to the Alcoholic Beverage Control advising that premises is not suitable for occu- pancy as it is a sub -standard building. Councilman Cook dissenting. Moved by Councilman Cook, seconded by Councilman Camarena and carried by roll call that the agreement for housing rehabilitation program services with Mark Briggs and Associates be approved and that the Mayor and City Clerk be authorized to execute the contract. Councilman Latta dissenting. AUDIENCE PARTICIPATION Moved by Councilman Cook, seconded by Mayor Moses and unanimously carried by roll call that staff report on the possibility of a crosswalk at Calera and Barranca, and/or reducing the speed limit to make a crosswalk feasible at that location. It was consensus of Council that the Animal Regulation Department investigate and correct problems of dogs running at large in the vicinity of North San Gabriel Canyon Road. Moved by Mayor Moses, seconded by Councilman Latta and unanimously carried by roll call that City Attorney be directed to investigate and recommend restrictions on pornographic newspaper stands located on city sidewalks and how they can be controlled. Mrs. Frances Samarron was advised to file a small claims action against the company that was doing the work in the alley of Bank America building as it was not a city project. It was consensus of Council that staff report on feasi- bility of installing a four way stop sign at 5th and Vernon. Moved by Councilman Cruz, seconded by Councilman Latta and unanimously carried by roll call that City Attorney advise specific cases to be discussed during Executive Session. City Attorney then advised that a matter of pending litigation regarding an apartment house not receiving final inspection from the Fire Department due to water line project on Dalton being denied by Council would be discussed during Executive Session. OTHER BUSINESS/CITY COUNCIL Staff was reminded to schedule a joint meeting of City Council and the Azusa Glendora Board of Realtors' Officers. Moved by Councilman Latta that City sponsor a post Golden Days thank you dinner for all the volunteers who worked diligently all year to make Golden Days a success. Motion died for the lack of a second. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried by roll call that staff commu- nicate with the Golden Days Committee regarding a post Golden Days thank you dinner to receive their input on costs prior to implementation of such a dinner. Councilman Cruz invited the Council and the public to a fund raising function for nuclear freeze to be held at his home, on Saturday, September 22, 1984, at 3:00 P.M. City Administrator apprised the public of his meeting with Congressman Martinez and the many aspects of the canyon that were discussed as well as possible grants that the city could apply for. It was consensus of Council that staff investigate expansion plans of the Department of Forestry for the Canyon area and report to Council. It was, also, consensus of Council that a request to Congressman Martinez' office be made seeking stronger legislation curbing pornographic literature and its easy availability to young children as -displayed by newsracks throughout the area. Moved by Councilman Cook, seconded by Councilman Cruz and unanimously carried to adjourn meeting to 6:30 P.M. October 1st, 1984, in the City Administrator's Office to hold a closed session pursuant to Government Code Section 54957 to receive advice from the City Attorney regarding pending/threatened litigation and to receive complaints regarding personnel.
